The primary way to testify at this meeting is in person; however, as a courtesy to the public, the Commission provides the following additional option for remote viewing or testifying. Pursuant to Section 92-3, Hawaii Revised Statutes (HRS), interested persons who want to provide oral testimony may do so at the time public statements are called for at the top of the agenda or at the time the agenda item is called. Public testimony may be limited to five (5) minutes in length per agenda item. Please state the agenda item you are testifying on before you begin. NEW BUSINESS A. Correspondence 26-08 Appreciation Letter from Hawaii Democrats Appreciation letter from Hawaii Democrats regarding police officers' presence at their Grand Rally event at the Mo`oheau Bandstand in Hilo on July 25, 2026. B. Hawai`i Police Department's Traffic Enforcement Plan on Daniel K. Inouye Highway/Saddle Road Under Police Commission Rule 2(g), the Commission would like to review the Hawaii Police Department's traffic enforcement plan on Daniel K. Inouye Highway/Saddle Road and may provide recommended improvements. C. Hawai`i Police Department's Policies regarding TRO Service Under Police Commission Rule 2(g), the Commission would like to review the Hawaii Police Department's policies regarding Temporary Restraining Order (TRO) service and may provide recommended improvements. D. Hawai`i Police Department's FY 2026-27 Budget Pursuant to Police Commission Rule 2(b), the Commission will review the Hawaii Police Department's FY 2026-27 budget prepared by the chief of police and may make recommendations thereon to the mayor. Hawai`i Police Department's 2026-2030 Five-Year Strategic Plan The Commission will review, discuss, and possibly provide recommendations regarding the Hawaii Police Department's Five-Year Strategic Plan. EXECUTIVE SESSION (CLOSED TO THE PUBLIC) For the following agenda items, the Commission will meet in executive session to consider charges against officers or employees of the police department, where matters affecting privacy will be involved and may consult with the board's attorney on questions and issues pertaining to the Commission's powers, duties, privileges, immunities, and liabilities pursuant to HRS 92-5(a)(2), 92-5(a)(4) and the Hawaii County Charter Section 13-20 (b). VI. CONSIDERATION AND INVESTIGATION OF COMPLAINTS (EXECUTIVE SESSION — CLOSED TO THE PUBLIC) • HPC 26-11: Complainant alleges that the officer did not want to help her in filing a report. • HPC 26-12: Complainant alleges excessive use of physical force. • HPC 26-14: Complainant alleges the officer was discourteous and disrespectful. • HPC 26-16: Complainant alleges the officers failed to make an arrest. • HPC 26-17: Complainant alleges the officer failed to address a complaint. • HPC 26-18: Complainant alleges the officer used his position as a police officer to obtain information about a juvenile police report. • HPC 26-21: Complainant alleges an officer provided a news reporter information on an open investigation in the death of a minor, which should not have been provided. The information was then aired in a newscast. VII. Written testimony will be accepted at any time prior to the meeting. However, if possible, please submit written testimony by 12:00 noon, two business days before the meeting. Note that all written testimony is considered a public record. Oral Testimony: Testimony must be related to an item on the agenda. The Commission will hear public testimony at the beginning of the meeting or when the respective agenda item is called, or as allowed at the sole discretion of the chair.
