Re: Support for special permit application No. PL-SPP-2026-000140 (Sidmore and Rhodes)
Aloha Commissioners,
Our names are Lena Nevsky and Alexander Chichagov. We recently completed building our
home in the community of Kehena Beach Estates, just down the road from Mark Sidmore and Caleb Rhodes on Kalapana-Kapoho Beach Road, and have lived in the development since
2024.
We know both Mark and Caleb well. Lena and Caleb have been members of the same hula halau, and through that connection we share a deep interest in Hawaiian culture and traditional
practices — something Mark and Caleb bring into how they live and how they treat this community. Since moving in, we have not experienced any issues with noise, traffic, or
parking related to their bed and breakfast. Guests keep to themselves, and parking is handled responsibly.
Mark and Caleb have made significant enhancements to their property and maintain it in
impeccable order. They are caring, attentive neighbors who look after their home and their surroundings with real pride. Importantly, they themselves live on the property full-time,
which means the B&B is directly and personally overseen rather than left to run unattended — a real benefit to the neighborhood's sense of order and accountability. Their bed and breakfast
is not merely a business to them — it is a genuine way of sharing the beauty of the Red Road with people who come to experience it, rooted in the same spirit of hospitality and care that
defines this community.
A small, well-run B&B operated by people so genuinely invested in this community is a good fit for our neighborhood. We fully support the approval of their permit and are happy to be
contacted for any further information.
Sincerely, Lena Nevsky and Alexander (Sasha) Chichagov
