Subject: PL-SMA-2025-000085 / PL-REZ-2026-000104 – Request for Wastewater Comments –
TMK (3) 2-2-033:011
Aloha Wastewater Division,
The Planning Department is currently processing Special Management Area Use Permit
Application PL-SMA-2025-000085 and Change of Zone Amendment Application PL-REZ-
2026-000104 (Amend REZ 727) for Talon 1 Properties LLC, involving TMK: (3) 2-2-
033:011, located at 525 Piʻilani Street, Waiākea, South Hilo, Hawaiʻi. The current
proposal is to construct and operate a three-story, approximately 98,500-square-foot
self-storage warehouse containing approximately 264 storage units, together with
associated parking, loading areas, drainage, utility improvements, and related
development. The project also proposes extension of the County sewer system from its
existing terminus near the intersection of Piʻilani Street and Mililani Street.
In 2018, the Planning Department processed SMA Use Permit Application SMA 18-
000070 and an amendment to Change of Zone Ordinance No. 92-122 (REZ 727) for the
same parcel. That prior proposal involved development of a potable water well and
bottling facility with related improvements. In comments dated June 25, 2018, the
Department of Environmental Management, Wastewater Division, indicated that a
County Council Resolution would be required to approve an extension of the County
sewer pursuant to Hawaiʻi County Code §21-26.1; that, if required by the DEM Director,
the applicant would need to prepare a sewer study to evaluate the downstream
wastewater system and identify any necessary sewer-line or facility improvements; and
that the proposed connection to the County sewer should be accomplished via Piʻilani
Street.
Because the current self-storage proposal differs substantially from the 2018 water
bottling facility, please advise whether these prior wastewater requirements remain
applicable to PL-SMA-2025-000085 and PL-REZ-2026-000104. In particular, please
confirm: (1) whether a County Council Resolution is still required for the proposed sewer
extension; (2) whether a sewer study will be required prior to connection and, if so, the
appropriate timing for completion of that study; (3) whether the connection or extension
must be constructed via Piʻilani Street, or whether another alignment, including the
proposed Mililani Street alignment, may be acceptable; and (4) whether any additional
sewer-extension, capacity, facility-improvement, or connection requirements should be
incorporated into the conditions of the Change of Zone amendment and/or SMA Use
Permit.
We would appreciate any recommended condition language DEM believes should be
included in the land use approvals.
Thank you,
Alex J. Roy, MSc
