Aloha Chair and Members of the Honolulu City Council,
This is my personal testimony for PL-CCI-2026-000018 Bill 170.
As a resident of the island of Hawai'i I stand in full opposition to any data center. To begin,
the breakneck speed that these data centers are being erected is disconcerting. The proposal should define them all as hazards and ban them from the islands completely.
The island archipelago of Hawai'i needs no data center. The infrastructure is in collapse. Native Hawaiian people are being forced to leave their own lands or remain without homes.
We struggle to supply water and electricity to homes, schools, hospitals, farm lands, small businesses, and communities that are already here. With the introduction of data centers
the problems will be exponentially worse. It has been proven in places in the United States that these centers are destructive to the environment through footprint, noise level, and water
usage, as well as posing health hazards to humans, and animals, in their presence. The islands have faced continuous underhanded and forced planning from the military and
from other agencies who have all proven that they have no concern for the people of Hawai'i or for the aina. This will be worse.
Hawai'i needs a working government that fixes what exists and makes it sustainable for those that were born here and those who live here. Hawai'i is not a place for industrial
development. Hawai'i needs to return to the aina, to care for its people, to build community not join in the race to our destruction.
With aloha,
Lorrie Taylor Kapa'au, Hawai'i
