All immediately surrounding properties are zoned Agricultural 5-acre (A-5a) and are vacant, except for a church located immediately north of the rezone area, which was established by Special Permit in 1979. Properties nearby, but at a distance away are zoned Agricultural 5-acre (A-5a), Single-Family Residential 7,500 square feet (RS-7.5), Single-Family Residential 15,000 square feet (RS-15), Residential Duplex 15,000 square feet (RD-15), Residential Duplex 3,750 square feet (RD-3.75), Multiple-Family Residential 1,000 square feet (RM-1), Multiple-Family Residential 2,500 square feet (RM- 2.5), Village Commercial 7,500 square feet (CV-7.5), and General Commercial 20,000 square feet (CG-20). Existing uses in the surrounding area primarily consist of residential, commercial, agricultural, and vacant lands. Based on the existing surrounding land use pattern and State Land Use classifications, reversion of the subject property to the Agricultural District would be consistent with the immediate surrounding State Land Use designations. The proposed reversion would not be fully consistent with the General Plan Land Use Map, which designates the subject property as Medium Density Urban. The Kona Community Development Plan also identifies the property as being located within the Urban Area and partially within a preliminary Transit-Oriented Development (TOD) area. Notwithstanding these designations, the properties immediately adjacent to the subject property have not been developed or converted to urban uses. Rather, the existing surrounding land use pattern remains generally consistent with agricultural and lower -2- intensity land uses. Based on these circumstances, the Planning Director finds that the proposed reversion is consistent with the existing land use pattern in the immediate area and is supportive of the requested reversion. Given the preceding and noting that utilities, services and infrastructure in the area is adequate to support uses allowable in the Agricultural District, the Planning Director recommends that the Planning Commission forward a favorable recommendation to the County Council for the repeal of Ordinance No. 99-149 which will revert the State Land Use District classification from the Urban to the Agricultural District. The accompanying draft bill to amend the State Land Use District Boundary Map is provided for your favorable consideration. Please note as this draft ordinance repeals Ordinance No. 99-149 and reverts the subject property back to its original district classification of Agricultural, there are no proposed conditions attached to this draft bill.
