Subject: Hawai’i County Bill 170
Date: Monday, September 21, 2026 9:12:38 AM
Aloha Hawai’i County Council Members,
I am writing in strong SUPPORT of Bill 170 introduced by Heather Kimball to amend the current zoning code to
differentiate between “data centers” and “data processing centers”. This bill would close a zoning loophole that
could allow a large AI data processing center to bypass restrictions by being classified as standard data processing
centers.
AI data processing centers consume huge amounts of energy and water which is inconsistent with our Kuleana as
stewards of Hawai’i land. AI facilities use far more power than conventional data centers which can strain the local
grid, increase electricity prices for locals, and potentially require reliance on gas or coal fired generation. Huge
quantities of water, especially in our warm climate, would be needed to cool the systems which is in direct
competition of water needs for communities and agricultural practices on an island where natural resources are
limited. Air and noise pollution from large AI data centers have also been documented as a negative impact on
surrounding communities and the environment.
In closing, please APPROVE Bill 170 and protect our island home for all of us now and in the future.
Respectfully submitted,
Laura Leonberger
