Subject:Bill 170 regarding Data Centers

Dear Planning Commission Members,
I am writing to support the intent of Bill 170, however I ask the Windward Planning
Commission to recommend a revision of the language to include a clear, objective
definition of 'data center,' that is distinct from the county's existing 'data processing
facility' definition.
I also ask the Commission to reject the Planning Department's currently written
recommendation, which would create a permitted-use pathway for smaller data
centers rather than close one.
My proposed definition of 'Data center' is: a facility, or two or more facilities, on
contiguous or adjacent parcels under common ownership or control, whose primary
purpose is housing, operating, or co-locating computer servers and associated
cooling, power, and support infrastructure, and whose combined electrical demand at
full build-out meets or exceeds 5 megawatts.
