No quorum was established. Due to the lack of quorum, the Puna Community 14
Development Plan (CDP) Action Committee (AC) did not approve prior minutes, conduct 15
official committee deliberations, make decisions, vote, or take any formal action. 16

Approximately 10 members of the public attended the meeting, with five attending in 19
person and five participating via Zoom. 20
Record of Proceedings 21
Chair Osborne provided hybrid meeting and testimony instructions and noted the lack of 22
quorum. The group continued solely to receive scheduled informational presentations, 23
public testimony, staff procedural guidance, and announcements. These proceedings 24
were informational and did not constitute action by the committee. 25
Informational matters received included: 26
• an update on road connectivity in the Puna District; 27
• an overview of Kilauea recovery programs and projects; 28
• a presentation on a proposed youth agricultural and workforce-readiness initiative; 29
• public testimony and informational comments on community priorities, 30
transportation and emergency access, parks and open space, and committee 31
procedures; and 32
• an invasive species update and general announcements. 33

No motions were made, no votes were taken, and no committee recommendations or 34
decisions were adopted due to the absence of quorum. 35
The Chair adjourned the gathering at 6:39 p.m. The next regular meeting was announced 36
for Thursday, October 22, 2026. 37
