September 16, 2026 Louis Daniele, III; Chairman, Windward Planning Commission Dean Au; Chairman, Leeward Planning Commission Jeffrey Darrow, Planning Director via email transmission to: planning@hawaiicounty.gov jeff.darrow@hawaiicounty.gov RE: Bill No. 170; An Ordinance Amending Chapter 25, Article 1, of the Hawai‘i County Code 1983 (2016 Edition, as amended), Relating to Zoning. Dear Chair Daniele, Chair Au, and Director Darrow, In response to the Planning Director’s recommended amendments to Bill No. 170, I would like to make note that the bill’s title only references Article 1 of Chapter 25. Any amendments to Bill No. 170 approved by the Windward and Leeward Planning Commissions that extend beyond Article 1 will not be possible to submit at Council as the bill as written is bound to Article 1. Any amendments beyond the scope of Chapter 25, Article 1 would require a new bill. We appreciate your time and attention to this matter. If you would like to discuss this further, please feel free to contact me directly. Mahalo, HEATHER L. KIMBALL Council District 1 HLK:dbk
