CALL TO ORDER
The meeting was called to order at 10:20 am.
ACCEPTANCE OF MINUTES
The minutes of the January 18, 2007 meeting was not available.
PUBLIC STATEMENTS
None.
UNFINISHED BUSINESS
1.Sample Tree Signs and Information on Mounting of the Signs Chair Bisel.
Alternatives considered were 1) waist-high precast concrete block with recessed area for
plaque ($370), 2) street-type sign ($200), and 3) precast concrete bollard lower to the ground
($215). These costs were only for the bases. Brass plaques are about $200, 10x10 botanical
garden type signs were $20 and laminate signs about $35. Depending on the situation, the
height of the sign could vary. Counsel Noda will draft a release form to cover County
liability for installation of the signs on private property.

Alternative 1, with height adjusted to the particular situation. Motion passes unanimously.
Chair Bisel will get current and additional quotes to determine the estimated cost of the
complete signs so M. Kraus can put together a grant request to Kaulunani.
S. Stanbro & Chair Bisel will work on a mock-up using the Moreton Bay Fig, and send a pdf
file to E. Imamura for the Arborist file.
2.Proposed Grant Request to Submit to Kaulunani Council M. Kraus.
For the book, M. Kraus talked to Jackie (Lee Ralya) and Theresa (Trueman-Madriaga) of
Kaulunani. We have to put it together and figure out how much we need. He is working
with J. Anderson on the photography and gps. The photography and rough layout would be
free. He has a basic format of two photos and then a page of the basic information on the
tree species and history of its exceptional status. It should commercially be able to pay for
itself as a coffee table type of book.
3.Exceptional Tree Assessment Protocol.
J. Anderson and M. Kraus will work on a fill in the blank form to periodically record the
status of the tree as it matures. The original application would be used as a baseline.
4.Follow-up on the County Department of Public Works trimming the roots of a monkeypod
tree (Grove on Kamehameha Avenue and Pauahi Street) Chair Bisel.
M. Kraus mentioned that he met with them. They just wanted some direction on how to take
care of the tree properly. Chair Bisel stated that we wanted a record as a matter of protocol
so that the County realizes that even though it is a health and safety issue, they can deal with
the problem immediately, but as a courtesy we would like them to provide us with some sort
of account of what happened. So some form that they would fill out and submit for our files.
Chair Noda mentioned that the County has two projects: 1) Development of Hilo Bayfront
Park and, 2) The Hilo Bayfront Trails from Hilo Pier to the Singing Bridge and even Wailoa

Tree Ordinance to SSFM and their consultant.
5.Proposed Revision to the Rules of Practice and Procedure Counsel Noda.
Chair Noda stated that once we have a final updated rules, it has to go out to public hearing.
However, there were some concerns about the vagueness of the County Code regarding the
Committee and procedures. We can amend the County Code or add to the procedures.
NEW BUSINESS
1.Development of a Tree Maintenance Request Form Chair Bisel and Counsel Noda.
See Unfinished Business, No. 4.
2.Certified Arborist on the List of Provider of Professional Services E. Imamura.
E. Imamura confirmed that the certified arborist is still on the list. She will draft up a letter
to Hawaii Island certified arborists to let them know of this opportunity.

ANNOUNCEMENTS
M. Kraus mentioned that he is working to preserve native wiliwili trees by injecting them
with Merit. Theres a preservation area out by Waikoloa and theyre going to treat all of the
trees in the area, plus some in an area being developed for an industrial park. These trees
will be moved to a new site. Wiliwili is not a declared endangered species.
