Thank you for your letter requesting our comments for the above-referenced application. We apologize
for the delay in response.
The applicant is requesting to revert the 7.7-acre portion of an 18.7-acre parcel back to its original
zoning and to continue operating as agricultural purposes. The prior proposal for a commercial center
has been cancelled out by the applicant. The subject lot is adjacent to the west side ofthe
Queen Kaahumanu Highway Extension (State Route 19).
The Hawaii Department ofTransportation does not have any objection to the applicant's request. Based
on our records,we confirmed we do not have any reviews in the recent years since 2011. We conducted a
review on a submitted Traffic Impact Analysis Report for a proposed Candlenut Tree Plaza within the
same parcel (access located on the Queen Kaahumanu Highway Extension). However,it appears that
there were no further records of any subsequent land use application reviews on the project.
We hereby acknowledge that the County of Hawaii Ordinance No. 99-150(REZ-99-000019),and its
Condition D,which relates to transportation concerns will become null and void once the request has
been granted. Condition D is stated on the ordinance are as follows:
A Traffic Impact Analysis Report(TIAR) shall be submitted to the State Department of
Transportation for review and approval,prior to the issuance of Final Plan Approval. All access
and roadway improvements at the extension of Queen Kaahumanu Highway,including
acceleration and deceleration lanes and,unless not allowed by the State Department of

Transportation,traffic signal lights shall meet with the approval of the Department of
Transportation and shall be completed prior to issuance of a certificate of occupancy."
