Mahalo, Timothy & Sydney Taylor 10/11/2026 To: Hawaii County Planning Department Re: Special Permit to operate a hosted Bed and Breakfast at 73-4283 Keokeo St., Kailua Kona, HI 96740 TMK: 7-3-005-094-000 Dear Planning Department, Thank you for your review of this letter. Due to medical restrictions, we cannot attend the meeting. We are asking you to deny the special permit to operate a Bed and Breakfast at this address. We purchased our home at 73-1146 Ahikawa St in Kona Coastview in 2018. Our home is directly next door to this property. We chose this residential area as our retirement home for the quiet and peaceful lifestyle it offered. We have enjoyed many years in our home, our neighbors are friendly, quiet and respectful. We are surrounded by mature trees and foliage that provide privacy. The one exception to an otherwise quiet neighborhood is the house in question. The owners do not live there. They have been running the house as an Airbnb/VRBO for several years. We have lived many years with tenants coming and going at all hours, basketball playing 24/7 and the general noise that comes with vacationers. The saving grace has been the Kukui forest the property has in the area by our property line. It created a visual and noise barrier. Not wanting to make any trouble, we have never complained. When we first learned of the proposed bed-and-breakfast, the owner’s husband approached us and assured us that nothing would change. He said they were changing the designation in name only. We received an update in the mail on October 10th. It had been mailed on October 6th stating that the last day to file a contested case was October 8th. On October 8th, the owners arrived with chainsaws and cut down every kukui tree along the property line, eliminating our privacy. Why did they wait until the final day we had to contest? There is no longer any visual barrier or sound buffer. Our property is now left completely exposed to the proposed Bed and Breakfast. Our view looks straight at the entrance with tenants coming and going, the parking area and the basketball court. In just the three days since the trees were cut, we have been awakened multiple times during the night. The people and traffic are constant. Our quiet, peaceful lifestyle is gone. Our property value will plummet. If we are forced to move, who would consider buying a house next to a Bed and Breakfast in a residential neighborhood? This Bed and Breakfast does not belong in our quiet neighborhood. Residential zoning laws were created to protect residential neighborhoods from this type of development. The owners do not live there. There is NO added benefit to the area. Please do not approve this application. Thank you sincerely, Timothy & Sydney Taylor
