I would also like to request that you recommend a strengthened definition of "Data Center." It would be good to have a stronger definition that is built on actual equipment and resource usage. Our Island doesn't need to take a "wait and see" approach. We can be on the forefront of this issue, so that we can save our water and resources for those who live on island and need water and electricity here. The Sierra Club of Hawai'i Island has very concrete proposed language in their testimony they submitted on 9/22/26: “Data center” means a physical asset used for the large-scale operation of computer systems and associated equipment and which utilizes graphic processing units requiring supporting infrastructure beyond that typically accessory or incidental to office, commercial, or public and private institutional uses. This term includes a single facility and any campus of multiple facilities on contiguous or adjacent parcels under common ownership or control whose combined electrical demand meets or exceeds 5 megawatts. This term does not include data processing facilities as defined in Section 25-1-5, hospital or government data systems, and university computing educational and/or research facilities, and those utilizing artificial intelligence as a support to information systems and business offices in which servers are incidental to the primary use. If we strengthen the definition, versus using subjective language, we are able to protect our resources and community. Mahalo for your service and time.
