5.NEW BUSINESS
a.Petition No. 2009-2: Petition alleges that a County officer or employee violated
Section 2-83 of the Ethics Code (fair treatment) by stating to a newspaper reporter
that the petitioner was “whacky.”
b.Petition No. 2009-3:Petition alleges that a County officer or employee violated
Section 2-84 of the Ethics Code (conflicts of interest) by rendering a legal opinion
to the Police Department to take no action on a criminal complaint filed against
him.
c.Petition No. 2009-4:Petition alleges that a County officer or employee violated
Section 2-84 of the Ethics Code (conflicts of interest) by rendering legal opinions
to the Board of Ethics on April 8, 2009.

The next monthly meeting of the Board of Ethics is scheduled for July 8, 2009, at 10:00
a.m. at the Department of Liquor Control in Hilo at 101 Aupuni Street, Suite 230.
9.ADJOURNMENT
*Executive Session may be called ifBoard members need to consult with their attorney on
questions and issues pertaining to the Board’s powers, duties, privileges, immunities and
liabilities, or to convene in adjudicatory session pursuant to Hawai‘i Revised Statutes
Sections 92-5 and 92-6.

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a
lobbyist (Article 15, Section 2-91.3(b), Hawai‘i County Code).
A lobbyist means “any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative
or administrative action by communicating or urging others to communicate with public officials.”
