4. COMMUNICATIONS
a.Communication No. 2008-: Informal Advisory Opinion for Petition No. 2008-8
regarding Councilmember Emily Naeole.
5. NEW BUSINESS
a.Petition No. 2008-9: Regarding Fire Inspector Bobby Perreira, alleging that he
violated Sections 2-83 (fair treatment) and 2-84 (conflicts of interest) of the Code of
Ethics.
6. UNFINISHED BUSINESS
a.Further discussion on Section 2-85(b) of the Code of Ethics, regarding the prohibition
of contracting with former employees and retirees, and whether the Board should
pursue rewording this section to make it clearer.
b.Discussion on amending the Board’s Rules of Practice and Procedure regarding the
imposition of administrative fines pursuant to Ordinance 08-57.
c.Ongoing discussion on the Sunshine Law.
7. EXECUTIVE SESSION

a.Review of Confidential Financial Disclosure Forms filed pursuant to Section 2-
91.1(d), Hawai‘i County Code, by County board and commission members and
designated County employees, where personal matters will be reviewed:

8. ANNOUNCEMENTS
The next monthly meeting of the Board of Ethics is scheduled for November 12, 2008, at
10:00 a.m. at the Department of Liquor Control’s conference room at 101 Aupuni Street,
Suite 230, Hilo.

NOTICE TO LOBBYISTS
If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a
lobbyist (Article 15, Section 2-91.3(b), Hawai‘i County Code).
A lobbyist means “any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative
or administrative action by communicating or urging others to communicate with public officials.”
