a.Review of Disclosure of Financial Interest statements filed pursuant to 2-
91.1(d), Hawai`i County Code, requested to be reviewed in Regular
Session, of:

b.ReviewofGiftDisclosureStatementofJamesY.

c.DiscusspursuinganamendmenttotheHawaiiCountyCoderegarding
financial interest disclosures, to require disclosing the financial interests of
the person disclosing and the financial interests of the persons spouse
and dependent children.
d.Discuss pursuing an amendment to the Hawaii County Code regarding
the registration of lobbyists, to be similar to State law wherein attorneys
are not exempt from registering as lobbyists.
5.UNFINISHED BUSINESS
a.Petition No. 2005-05: Review of Informal Advisory Opinion on
DavidKimoFrankelspetitionregardingCouncilMemberJamesArakakisreceipt
of gifts to his legal defense fund.
b.Petition No. 2005-06: Review of Declaratory Ruling Regarding
InformationRequiredinFinancialDisclosureFormsonDavidKimoFrankels
petition seeking a decision regarding interpretation of the law as it relates to
financial disclosure forms, informing the public and government officials of the
interpretation, and better guidance on the forms.
c.Petition No. 2005-07: Review of Informal Advisory Opinion on
David Kimo Frankels petition seeking implementation and enforcement of
Section 2-91.3 of the Hawaii County Code pertaining to the registration of
lobbyists.
6.EXECUTIVE SESSION
a.Review of Disclosure of Financial Interest statements filed pursuant
to 2-91.1(d), Hawai`i County Code, where personal matters will be reviewed,
and who requested review in executive session, of:
(1) Kenneth Kaneshiro- Public Access, Open Space, & Natural
Resources Preservation Commission
(re-review)
7.ANNOUNCEMENT
The next regular monthly meeting is scheduled for Wednesday, February 8,
2006, at 10:00 a.m. at the County Council Room at 25 Aupuni Street, Room 201,
Hilo, Hawaii.
