4.NEW BUSINESS
a.Petition No. 2005-04: Richard Ganigan, Jr., seeks an opinion
regarding an alleged conflict of interest involving CDL training and promoting of
employees within the Department of Public Works. (A request for hearing in
Executive Session has been made and will have to be considered by the Board.)
5.UNFINISHED BUSINESS
a.Petition No. 2005-05: David Kimo Frankel is requesting an informal
advisory opinion on Section 2-91.4 of the Hawaii County Code regarding Council
Member James Arakakis receipt of giftsto his legal defense fund.
b.Petition No. 2005-06: Update on David Kimo Frankels petition
seeking a decision regarding interpretation of the law as it relates to financial
disclosureforms,informingthepublicandgovernmentofficialsofthe
interpretation, and better guidance on the forms.
c.Petition No. 2005-07: Update on David Kimo Frankels petition
seekingimplementationandenforcementofSection2-91.3oftheHawaiiCounty
Code pertaining to the registration of lobbyists.
6.EXECUTIVE SESSION
a.Review of Disclosure of Financial Interest statements filed pursuant
to 2-91.1(d), Hawaii County Code, where personal matters will be reviewed,
and who requested review in executive session, of:
(1)Rodney Watanabe (clarified disclosure)
Planning Commission
7.ANNOUNCEMENT
The next regular monthly meeting is scheduled for Wednesday, December 14,
2005, at 10:00 a.m., at the Department of Liquor Controls Conference room, 101
Aupuni Street, Suite 230, Hilo.
