COMMUNICATIONS Communication No. 2010-18: Memo from Mayor William P. Kenoi to Honorable J Yoshimoto, Chair, Hawai‘i County Council regarding “Proposed changes to County of Hawai‘i Ethics Code” dated March 10, 2010. 5. NEW BUSINESS Counsel’s Report Regarding Matters and/or Inquiries Received by the Board, including: a.Communication No. 2010-19: Undated anonymous letter to Department of the Attorney General requesting investigation into forced retirement of a Hawai‘i County Parks and Recreation employee. b.Communication No. 2010-22: Letter to J Yoshimoto, Chair, Hawai‘i County Council, from Board of Ethics’ Chair, John Dill, re: Mayor’s Ethics Proposals. 6. UNFINISHED BUSINESS a. Counsel’s report on the status of the Board’s proposed changes to the Ethics Code. 7. EXECUTIVE SESSION With reference to the agenda items listed below, one or more executive meetings are anticipated. In particular, the Board of Ethics anticipates it may consider the evaluation, dismissal, or disciplining of an officer or employee of the County of Hawai‘i, where considerations of matters affecting privacy will be involved. The Board may also consult with the Board’s attorney on questions and issues pertaining to the Board’s powers, duties, privileges, immunities, and liabilities. Therefore, pursuant to Hawai‘i Revised Statutes (“HRS”) Sections 92-5(a)(2) and (4), the following items may be considered in Executive Session. a. Approval of the minutes of the March 10, 2010, Executive Session. b. ANNOUNCEMENTS The next monthly meeting of the Board of Ethics is scheduled for May 12, 2010, at 10:00 a.m. at the Department of Liquor Control, 101 Aupuni Street, Suite 230, Hilo, Hawai‘i. 9. NOTICE TO LOBBYISTS If you are a lobbyist, you must register with the Hawai‘i County Clerk within five days of becoming a lobbyist (Article 15, Section 2-91.3(b), Hawai‘i County Code). A lobbyist means “any individual engaged for pay or other consideration who spends more than five hours in any month or $275 in any six-month period for the purpose of attempting to influence legislative or administrative action by communicating or urging others to communicate with public officials.” (Article 15, Section 2-91.3(a)(6), Hawai‘i County Code.)
