ADA Coordinators Report
May 2005
Transition Plan
Accessibility Improvements reviewed by DCAB and found to be compliant with ADA:
Hualani Park Accessibility Improvements, Kailua Playground.
ADA Grievances/Complaints
Replied to County residents complaint re lack of accessible on-street parking in
·
Pahoa; ; requested Department of Public Works to repair street parking signs following
request from Police Officer;
Sent inquiry to Hawaii County Police re allegations that a woman who was deaf and
·
stopped for a minor traffic violation was detained in jail in April. Police conducted an
inquiry and found that the allegations were based on a miscommunication and the
alleged event never happened;
Received a complaint re lack of pedestrian access during Kuakini Highway
·
Construction, conducted research regarding requirements for access during
construction, met with other County staff and complainant, found an accessible
route through Kona Marketplace to Alii Drive;
Received inquiries re police protocols for searches involving missing persons with
·
developmental disabilities; suggested interested parties write to Chief Mahuna and
request the information formally;
Training
Arranged for 85 enrollments of County personnel in DCAB courses Title II,
·
Communications, Title I Basic and Advanced and the ADA Accessibility Guidelines; I
attended all courses as well;
Other
Following a request from Department of Environmental Management, conducted
·
research on placement of waste receptacles in the public right-of way;
Revised the County Sexual Harassment Policy; it is now an Anti-Discrimination and
·
Harassment Policy. A new complaint form and procedure will be put in place. I will
send Jean copies of the Policy and Procedures via email and respectfully request
these items be put on the agenda for discussion at the next meeting.
The Complaint Procedure encompasses all forms of illegal harassment under state
and Federal law. The current ADA Grievance Procedure will be rescinded.
The Department of Civil Service will conduct two public hearings on the proposed
rule amendments.
In the last meeting, I announced that the Office of Elections was looking for

feedback regarding the physical accessibility of voting sites throughout the
County.IwastoldtoreviewtheminutesoftheOctober2004CommitteeMeeting
as accessibility of polling places was a topic of discussion. I reviewed the
comments in the minutes. I think it is more appropriate for the Committee
Chairperson to forward them to the Office of Elections, or perhaps draft a letter
thatsummarizesthecomments,thantohavemeforwardthem.
Received an inquiry from ADA Coordinator Kauai re how we handle Building
·
Permits and ADA compliance provided the information. The Owner or Project
Engineer /Architect must sign a form that the project conforms to accessibility
requirements of the Federal Fair Housing Act, Federal Architectural Barriers Act, The
ADA or Hawaii Revised Statutes 103-50.
