ADA Coordinator
November/December 2004
Americans With Disabilities Act Issues:
Transition Plans:
Hilo Senior Center Accessibility Improvements – returned for
corrections;
Coordinated with Departments of Public Works, Parks and
Recreation and Corporation Counsel to update status of
Transition Plans for article in West Hawaii News;
Sent revised ADA Grievance Procedure to Corp Counsel for
comment.
DCAB:
Contacted for information regarding standards for hand controls
in motor vehicles at request of HPD – Licensing; also
conducted additional research;
Forwarded County resident's concerns re impact of "bottle bill"
on people with disabilities to DCAB;
Attended Quarterly County ADA Coordinators' Meeting in
Honolulu.
Modification to Practice:
Sent letter to County resident advising of requirements for
operating farm vehicles on county roads;
Met with Corp Counsel and Recreation Specialist to discuss
and de-brief accessibility to Summer Fun Programs.
Program Access
Hawaii Disability Rights Complaint – followed up with Police
Officer Dexter Veriato re use of telephone outside Driver's
Licensing Office for deaf customers;
Consulted with Office of Housing and Community Development
re use of Community Development Block Grant funds for
installation of automatic entry doors in County facilities.
Effective Communications
Assisted Planning Committee in providing an auxiliary aid
(Assistive Listening Device) for hard of hearing meeting
participant;
Sent a letter to County Council Chairperson informing of
requirements to provide Assistive Listening Devices under
ADA;
Continued research on Assistive Listening Devices.
ADA Grievances
Inspected weight of interior washroom doors in Aupuni Center
Conference Room and reported findings to Public Works;
County resident requested wedges to be installed in Aupuni
Center Conference Room washrooms to facilitate their usage
by persons with disabilities. Request forwarded to Department
of Public Works.
Non-County Inquiries:
One non-County complaint referred to Hawaii Disability Rights,
Honolulu;
One non-County inquiry relating to Disability Parking Placards
resolved by giving Complainant information re criteria,
downloaded from Internet.
Outreach:
Declined invitation to join CPASS Committee (effective use of
Medicaid vouchers);
Attended legislative forum for people with disabilities in Kailua-
Kona; Attended Mayor's Committee Meeting on People With
Disabilities in Hilo.
Other ADA:
Provided information to Licensing, Police Department, re
standards for modifications of motor vehicles for persons with
disabilities;
Provided information to Office of Aging on Assistive Listening
Devices;
Responded to County resident inquiry re police contact for
disability parking violations;

Forwarded County resident's concerns re access improvements
Old Kona Airport to Director – Department of Parks &
Recreation;
ADA/Employment
Researched pre-employment inquiries and screening under ADA
and HAR 12-46, Subchapter 9, definition of disability, and
hypertension;
Researched casual drug use; obesity and body odor.
