ADA Coordinator Activities
August 2004
Transition Plans:
Received Document Review/Technical Assistance from DCAB.
The following projects were returned for corrections:
Hawaiian Beaches Park Accessibility Improvements
Keaau Community Center Accessibility ImprovementsA.J. Watt

DCAB:
Attended 2 workshops Parking Design Notification Program for
Hawaii County – one in Hilo (Aug. 18) and one in Kona (August
31). The Kona training was originally scheduled to take place at
the Police Department but, due to the lack of accessible public
washrooms, it was relocated to the Kona’s Mayor’s Office.
Aupuni Center Parking lot – not compliant with State law: does not
have access aisles on either side of space in angled one way
parking lot. Referred to Department of Public Works.
Another meeting of the Transportation Committee that was open
to the public, was cancelled because it was also scheduled for the
Kona Police Station.
The Police had orders that the training room was not to be used
for public meetings. However, there was a change in command
and the directive was not clearly communicated to the new
Captain
Identification Cards for People Who are Deaf, etc.
Jim Souza kindly made some inquiries and I was contacted by
Francine Kenyon. My last communication was to Kris Pagano to
advise her that Sidney Kanno of Coordinated Services had
expressed a willingness to work on this project. Coordinated
Services is currently issuing Identification Cards to seniors in
Hawaii County.

workplace accommodation issue.

Received request for expedited Building Permit for an accessible
house;
Responded to one inquiry from County Clerk re Program Access;
Consulted with Office of Elections re staff requirements to make
polling places accessible;
Responded to one inquiry re Effective Communications –
Sunshine Laws Document.
Auxiliary Aids:
Alisa Mitchener and I met with Spike Werner to discuss ALDs.
Went to County Council to test the device. We found it wasn’t
working and it’s since been fixed. Dr. Werner generously gave his
time to assist with this.
Also, have been speaking with Wally at Island Skills Gathering.
He sent me a Pocket Talker to try out.
Other:
One request for information re funding accessibility improvements
from non-profit agency;
One complaint re Social Security Benefits and Automobile
Insurance – referred to Center for Independent Living, Disability
Rights Hawaii;
One inquiry re using a golf cart on bike paths in Kauai – referred to
ADA Coordinator, Kauai;
One complaint re Hilo Farmers’ Market allegedly refusing to
provide parking spaces for people with disabilities and threatening
retaliation – referred Complainant to Disability Rights Hawaii and
also Hawaii Disability Rights

Training:
Conducted a 3 hour training session on Title II of the ADA and
th
Law Enforcement for 64 Class of Police Recruits.
Other Police Business:
Received one inquiry/complaint about police practices with respect
to parking enforcement and other ADA issues;
Spoke to lawyer Hawaii Disability Rights re complaint about
access, Hilo Police Station. Told him insulation was fixed on pipes
under sinks, informational and directional signage has been put on
the road, and HPD is in process of procuring signage for building
facilities; Department of Public Works found soap dispensers in
bathrooms to be within acceptable reach ranges (ADAAG); still
working on the (heaviness of) front doors. Sent him information re
training I did for Recruits on Title II;
Wrote article on Law Enforcement and the ADA for County
Newsletter.
Outreach:
Attended Disability Rights Hawaii Meeting.
