Angel Pilago CALL TO ORDER The meeting was called to order at 10:35 a.m. An introduction of committee members, staff, and guests was made. APPROVAL OF MINUTES J. Matsui made a motion to accept the minutes of January 4, 2008. T. Yamanaka seconded the motion. The motion was passed. STATEMENTS FROM THE PUBLIC ON AGENDA ISSUES None. TREASURER’S REPORT The treasurer’s report was reviewed. L. Tobosa made a motion to accept the treasurer’s report as submitted. J. Souza seconded the motion. The motion was passed. CORRESPONDENCE A. Letter from Lawrence Mahuna, Police Chief, to MCPD regarding the new person in charge of the volunteer parking violation enforcement program and person in charge of the taser training J. Viernes to invite Sergeant Kelly Kaauamoana-Matsumoto and either Captain James O’Connor or Acting Lieutenant Sam Kawamoto to attend the April meeting in Kona. If they are not able to attend, then they will be invited to attend the May meeting in Hilo. COMMUNITY LIAISON REPORTS A. EDUCATION/PUBLIC AWARENESS LIAISON – M. GLEASON/J. NAVARRO/ R. WAGNER-WRIGHT No report. Hawai‘i County is an Equal Opportunity Provider and Employer B. RECREATION LIAISON – L. SCADDEN No report. C. TRANSPORTATION LIAISON – R. WAGNER-WRIGHT No report. D. EMERGENCY PREPAREDNESS LIAISON – L. SCADDEN No report. M. Gleason reported that he will provide copies of the 2008 Interagency Action Plan for the Emergency Preparedness of People with Disabilities and Special Health Needs to MCPD members. DCAB has been instrumental in completing a final draft of the plan. UNFINISHED BUSINESS A. VOLUNTEER PARKING VIOLATION ENFORCEMENT PROGRAM UPDATE – SGT. K. KAAUAMOANA-MATSUMOTO Sergeant K. Kaauamoana-Matsumoto will be invited to attend the next meeting. B. UPDATE FROM DCAB – C. FLEMING/N. OLESEN/F. WAI The March report from F. Wai, Executive Director of DCAB, was distributed to MCPD members. C. ADA COORDINATOR’S REPORT – T. SPINOLA-CAMPBELL T. Spinola-Campbell provided her report as the ADA Coordinator for February 2008. ADA Coordinator’s report attached. R. Wagner-Wright explained that he would like to advocate that people who have service animals should have their dog internationally trained. He got his service animal through a charitable foundation on Oahu. T. Spinola-Campbell indicated that the ADA says that people can train their own service animals. An establishment can only ask if the service animal is required for accessibility and they can also ask what is the dog trained to do. If the person answers, then they have to let the dog in. If the dog is not under the control of the handler or causes a distraction or poses a threat to anybody in the establishment, then the establishment can ask the dog to leave. D. PARKS AND RECREATION REPORT – A. MITCHENER A. Mitchener provided her report on the Recreation Division, Aquatics Division, Elderly Activities Division, Panaewa Complex, and some community issues. Report attached. E. ADA TRAINING FOR EMPLOYERS – M. GLEASON M. Gleason reported that he spoke to the Workforce Solutions committee which is working with the Workforce Development Division. The committee can arrange for 2 some type of ADA training for employers that come to their different workshops. He will provide more information as those progresses. The Workforce Solutions group will have a fair on Saturday, March 8, 2008, at Waiakea High School cafeteria, from 9 a.m. to 1:00 p.m. There will be a display on how they help people with disabilities obtain employment in the community. NEW BUSINESS J. Matsui raised an issue about providing more disabled stalls for people with disabilities at churches. M. Gleason responded that this issue is not under the purview of MCPD. However, MCPD members can contact our churches as individuals. He would be willing to speak to Mayor H. Kim about this issue. MCPD is restricted in what the committee can do officially and their job is to advise the Mayor of issues on county property. A. Mitchener requested funding for public education projects with leftover MCPD funds at the end of the fiscal year which will not be used. Two projects that she would like to see funded are shipping costs for beach access mats and airfare for a guest panel speaker presentation for the public on beach access solutions. This issue will be discussed at the next meeting since it wasn’t an agenda item. STATEMENTS FROM THE PUBLIC ON NON-AGENDA ISSUES E. Watai introduced herself as a part-time aide to K. Angel Pilago and a Volunteer Enforcement Officer in Kona. B. Watai introduced himself as a Volunteer Enforcement Officer in Kona. He gets upset when a young adult parks in the disabled stall and run in the store. ANNOUNCEMENTS The next meeting will be held on Friday, April 4, 2008, at 10:30 a.m. in the Kona Mayor’s Office conference room. A. Mitchener announced a Surf Beach Day for people with disabilities to be held on Wednesday, May 28, 2008 at Kahaluu Beach Park.
