COMMITTEE ON PEOPLE WITH DISABILITIES

CALL TO ORDER
The meeting was called to order at 10:46 a.m.
APPROVAL OF MINUTES
L. Tobosa made a motion to accept the minutes of December 2, 2005. J. Souza
seconded the motion. The motion was passed with D. Cowdrey abstaining.
STATEMENTS FROM THE PUBLIC ON AGENDA ISSUES
None.
TREASURERS REPORT
The treasurers report was reviewed.
L. Tobosa made a motion to accept the treasurers report assubmitted. D. Cowdrey
seconded the motion. The motion was passed.

L. Tobosa reported that one application was received from Julia Staten of West
Hawaii.Therewasanotherinterestedapplicant,JeanNavarro,butshelivesin
Honokaa and works in Kona.
Hawaii County is an Equal Opportunity Provider and Employer
T. Yamanaka stated that if there are no objections, MCPD will recommend
J. Statens nomination to the Mayor. J. Matsui made a motion to accept J. Statens
application. D. Cowdrey seconded the motion. The motion was passed.
UNFINISHED BUSINESS
A. VOLUNTEER PARKING VIOLATION ENFORCEMENT PROGRAM UPDATE

The January report from K. Shaw, DCAB was distributed to MCPD members.
C. ADA COORDINATORS REPORT T. SPINOLA-CAMPBELL
T. Spinola-Campbell provided her report as the ADA Coordinator for December
2005. ADA Coordinators report attached.
T. Spinola-Campbell reported that she received an e-mail from Francine Wai, DCAB,
regarding DCAB taking the lead on a working group on emergency preparedness as
it relates to persons with disabilities and special needs. F. Wai would like to get
more consumer feedback now that the agencies have come to the table to talk.
Either she or Debbie Jackson can attend the MCPD meeting in January to get this
on the agenda or schedule a separate small forum and invite people for feedback.
She would like to do this before the Legislature, if possible. T. Spinola-Campbell
said that she responded to F. Wai and indicated that the agenda has already gone
out.
J. Viernes said that D. Jackson informed her that she will be attending the February
meeting in Kona.
T.Spinola-CampbellreportedthatpeoplearecomplainingthatHCEOCisnot
providing transportation for people with disabilities. She mentioned this issue to
T. Brown because HCEOC receives funds from the county through the Mass Transit
Agency. If anyone has a complaint, put it in writing and send it to T. Brown.
D. Cowdrey said that Goodwill Industries is having problems getting more riders into
their agency. When she called HCEOC to inquire about more riders, they said they
are not providing any more services from the Puna area.
T. Spinola-Campbell mentioned that the pilot project on door to door service for
people with disabilities in Puna and Kona will begin in September.
