MINUTES
COMMITTEE ON THE STATUS OF WOMEN
Friday, April 18, 2008, 10:00 a.m.

CALL TO ORDER
The meeting was called to order at 10:17 a.m.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
A. Mejia moved to request that New Business, A. Guest Speaker - L. Godoy, be
moved up on the agenda since she had to leave early. K. Peters seconded the
motion. The motion was passed.
APPROVAL OF MINUTES
N. Kelly moved to approve the March 20, 2008 minutes. K. Nova seconded the
motion. The motion was passed.
TREASURER’S REPORT
The treasurer’s report was circulated.
N. Kelly moved to accept the treasurer’s report. E. Takazawa seconded the
motion. N. Kelly reported that Council member B. Ford offered to appropriate
funding in CSW’s budget for next year for the little projects that the committee
does. The motion was passed.

CORRESPONDENCE
A. Memorandum from Lincoln Ashida, Corporation Counsel, regarding updated
checklist for board and commission application and nomination process
NEW BUSINESS
A. Guest Speaker - Lorraine Godoy – CHOICES+ Mentoring Program
L. Godoy explained the CHOICES+ Mentoring Program and she distributed
handouts about the program.
REPORTS
A. Education
1. Urgent Services Directory
E. Cabatu reported that the directory is inserted into the guest services
foldout which is in every patient room at Hilo Medical Center.
D. Pung mentioned that the directory is also being inserted into the packet
for disaster training for the County of Hawaii.
2. First Female Booklet
A. Mejia reported that she was unable to obtain the quotes, but she will
get them this afternoon. She will also get quotes for the cover of the
booklet.
3. Essay Contest
E. Cabatu reported that she submitted the winning essays and photos to
Leigh Critchlow at the Hawaii Tribune Herald. Secondly, she would like to
repackage the essays in time for the Women and Family Wellness Day
and the upcoming essay contest and get it on the Hawaii State
Commission on the Status of Women (HSCSW) website and county
website.
E. Cabatu offered to emcee the program for next year. Secondly, she
would like to encourage the essay contest winners to practice reading
aloud in front of a microphone. She felt the students would be more
prepared and they would be more relaxed.
4. Mentoring – High School Mentoring Dinner – May 3, 2008
N. Kelly reported that she received input that this is Margaret Masunaga’s
4-H group. It’s the same girls that have been funded before for dinner.
She asked if this was appropriate because CSW should be sponsoring an
islandwide program. This is a mentoring program, but it is just a select
group and it is not open for people to apply. Would CSW do the same
thing if a group or a club had a project in Hilo, Kohala, or Waimea? This is
the issue that CSW needs to consider. N. Kelly stated that CSW needs to
keep in mind that the committee is getting a lot of support from council
members and other members of the community. Part of the support

comes from the good work the committee is doing and that the committee
is benefiting large numbers of people. Whatever activities the committee
does should help to preserve their integrity and that they are good
stewards of money.
D. Pung asked if CSW wanted to do this exclusive select group or open it
up to other groups. K. Peters said that in the past there have been
funding from other sources. However, at this time it looks like CSW is
funding a closed group of people and their mothers.
K. Nova expressed concerns about the cost of the dinner. She doesn’t
mind supporting a program like this, but it doesn’t tell her about the point
of the dinner. She doesn’t know what will be discussed, who is going to
be there, why the dinner cost $102 for the girls and their mothers, how is
CSW going to know if the event is a success or not, and what is the topic
that night and who is going to do it.
J. Mecklenburg stated that there might be a problem with CSW spending
money on this program. She will need to do research and report back to
the committee via email to J. Viernes. This issue has been deferred until
legal advice is received from J. Mecklenburg. Therefore, CSW need to
vote at the next meeting.
D. Pung will inform M. Masunaga of CSW’s decision at this time. K. Nova
suggested that M. Masunaga provide CSW with more information if
J. Mecklenburg decides that the committee can vote on it.
5. Hawaii County Women’s Hall of Fame
N. Kelly reported that she, K. Nova, and K. Peters will meet after the
meeting to review the selection criteria and CSW can approve them at the
next meeting. A nomination form will also be drafted. She would like to
target the publicity in June and E. Cabatu has offered to help.
D. Pung stated that she got the koa bases. K. Peters said she went to
Ross’ twice, but there were no crystal vases yet.
K. Peters stated that publicity is an integral part that is missing. She felt
that CSW needs to raise the level of what the committee has been doing.
Perhaps a paid ad should be done instead of a press release.
6. Equal Pay
E. Cabatu reported that the HSCSW is partnering with different
organizations in the community to help raise awareness of pay equity and
economic self-sufficiency issues for women. You can check the
commission website for others. The commission is accepting reservations
for the workshop How to Keep Growing During Uncertain Economic Times

to be held on Tuesday, April 22, 2008, at the Hawaii State Art Museum,
Multipurpose Room. Patricia Steiner, Business Advisor from
VentureSphere will facilitate this woman entrepreneur focused workshop.
K. Peters suggested that CSW pay for a radio spot for April 22, Equal Pay
Day targeting young women. CSW agreed. After some discussion,
K. Peters moved that E. Cabatu contact the radio stations to see if CSW
can do a public service announcement for April 22 on behalf of the
committee. N. Kelly seconded the motion. The motion was passed.
B. Health
1. Women’s Health Month
E. Cabatu reported that the Women and Family Wellness Day is moving
along. She worked with the Department of Parks and Recreation to
secure Coconut Island and she also paid the $200 refundable fee. She
also needs to come up with a map of the location. There will be eight
20x20 tents and four 10x10 tents. The HSCSW has committed $1,000
towards this event. She will prepare a budget and see what CSW can
contribute.
K. Peters inquired whether the committee could purchase radio time now
for advertisements that will air next fiscal year. J. Viernes said it was
unlikely CSW could encumber this year’s funds for next year’s purchases.
C. Liaison
1. HSCSW
E. Cabatu reported that there will be a fundraiser for the YWCA on May 21
and HSCSW purchased a table. K. Peters asked if CSW could donate
funds to support their activity.
The next HSCSW meeting has been scheduled for May 14, 2008.
2. Legislative Update
The Hawaii Women’s Coalition Package 2008 was circulated to CSW
members.
D. Community Reports
None.
UNFINISHED BUSINESS
A. Teen Dating Violence Prevention Peer Education Conference
N. Kelly reported that they were unable to make arrangements for Dr. Jill
Murray to come this month. Therefore, it was recommended that CSW
purchase Dr. J. Murray’s books for each middle school, high school, private
school, and charter school on the Big Island. After some discussion,
K. Peters moved that CSW purchase Dr. J. Murray books and submit it to bid.

A. Mejia seconded the motion. It was decided to purchase the following
quantities: But I Love Him – 400, But He Never Hit me – 400, and Destructive
Relationships – 200. The motion was passed.
ANNOUNCEMENTS
A. Next Meeting
A. Mejia moved to change the next meeting to Friday, May 16, 2008.
K. Peters seconded the motion. Since there will not be a quorum if the
meeting was scheduled for Thursday, May 15, 2008, it was agreed that the
meeting will be changed to Friday, May 16, 2008, at 10:00 a.m. in Waimea.
The motion was passed.
D. Pung announced that April 23, 2008 is denim day. A judge in Italy
overturned a conviction of a rapist because he said that the victim was
wearing jeans so it did not happen. In protest, women wear jeans on April 23.
K. Nova said she would like to add Teens Internet Protection under New
Business for next month.
