COMMITTEE ON THE STATUS OF WOMEN

CALL TO ORDER
The meeting was called to order at 10:10 a.m.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
N. Kelly moved to approve the agenda as submitted. C. Ka-ipo seconded the motion.
The motion was passed.
APPROVAL OF MINUTES
Corrections to the minutes were made as follows:
Page 2, Reports, A. Education, 5. Hawaii County Women’s Hall of Fame: “section”
should be changed to “selection.”
Page 3, Unfinished Business, A. Teen Dating Violence Prevention Peer Education
Conference: “Kealakehe School” should be changed to “Kealakehe High School” and
add “Kealakehe Intermediate School.”
C. Ka-ipo moved to approve the November 16, 2007 minutes as corrected. A. Mejia
seconded the motion. The motion was passed.
TREASURER’S REPORT
The treasurer’s report was circulated.
Hawai‘i County is an Equal Opportunity Provider and Employer
E. Takazawa moved to accept the treasurer’s report. A. Mejia seconded the motion.
The motion was passed.

A. Letter from Mayor Harry Kim to Council Chairman and Members of the County
Council reappointing C. Kitaoka and K. Nova to CSW

D. Thank you letter from Melinda O’Herron, Librarian of Konawaena Middle School to
C. Kitaoka for bringing Dr. J. Murray to Konawaena Middle School and for the

REPORTS
A. Education
1. Urgent Services Directory
D. Pung suggested that members keep copies with them to hand out to people.
2. First Female Booklet
A. Mejia reported that she attempted to contact Mary Goya, Associate Professor
of Hawaii Community College, but she was unsuccessful. M. Goya is the person
that needs to approve the Administration of Justice students to work on this
project.
E. Takazawa suggested that the booklet could be posted on a website rather
than publishing it. J. Viernes said that the booklet could be posted on the County
of Hawaii website.
S. Ferguson-Quick suggested linking the booklet to the State commission
website.
3. Essay Contest
C. Kitaoka reported that the essays have been turned in today for judging. Since
some schools did not submit a CD, she needs to count the essays to check on
the word count requirement. There are seven confirmed judges and four who
have not replied yet. Carolyn Lucas, a reporter from West Hawaii Today is one
of the judges.
The essay contest awards luncheon is scheduled for Sunday, March 2, 2008 at
10:30 a.m. in the Mauka Salon at the Hapuna Beach Prince Hotel.

4. Mentoring
No report.
5. Hawaii County Women’s Hall of Fame
N. Kelly reported that the selection criteria will be revised. She asked CSW
members to provide any suggestions to her. C. Kitaoka said it was good that
CSW spread the awards around, but she didn’t think that CSW should do it
because the committee needs an individual from a particular area. CSW
members agreed and suggested that the committee does not have to honor six
women. C. Ka-ipo said another suggestion is to have more publicity earlier in
order to receive more nominations.
Since next year will be the fifth year, C. Kitaoka suggested that the Hilton
Waikoloa Village, Water’s Edge Ballroom will be the venue again and then move
the location the following year. D. Pung said that it was also suggested that
CSW honor J. Moon for the fifth year with the program. C. Kitaoka suggested
having centerpieces with light bulbs and inviting her husband and son to attend.
C. Kitaoka offered to reserve the Water’s Edge Ballroom and C. Ka-ipo agreed to
secure the entertainment.
CSW decided on two possible dates for the Women’s Hall of Fame: Saturday,
September 20, 2008 or Saturday, September 27, 2008.
6. Equal Pay
S. Ferguson-Quick shared information about the Hawaii Coalition for Women’s
Wage Equality, a statewide coalition of dynamic organizations and individuals
committed to achieving pay equity for women of Hawaii.
C. Ka-ipo moved to support pay equity and that CSW join the Hawaii Coalition for
Women’s Wage Equality. A. Mejia seconded the motion. The motion was
passed.
B. Health
1. Women’s Health Month
E. Cabatu reported that she received support from her employer to chair a Health
Fair for the Hilo Medical Center in conjunction with other organizations. One of
her sponsors that she enjoys having is Meadow Gold because they provide
refreshments and they bring Lani Moo. However, Meadow Gold has two events
already planned for the month of September. Therefore, she needs to secure a
date and a location. The health fair will be a wellness model which may include
healing touch, yoga, teen sexual health, etc. In addition, she had a successful
health fair at the Hilo Shopping Center with over 300 people in attendance in
November.

K. Nova mentioned that she and K. Peters planned to do a depression screening
in October because that is when national depression screening day is
recognized.
E. Takazawa indicated that the Life Care Center also has a health fair on a
Saturday in September. She agreed to work with E. Cabatu on planning events
for Women’s Health Month.
E. Cabatu said one thing that she has come across is that it’s better to go out into
the community than to have the health fair at the hospital. C. Ka-ipo agreed that
it’s better to have the health fair at a public place such as the Hilo Shopping
Center because the merchants get involved. They give out prizes and there is
live radio coverage.
C. Liaison

E. Cabatu said she missed the last HSCSW meeting.
2. Legislative Update
S. Ferguson-Quick reported that the Women’s Coalition is putting their legislative
packets together. One bill to look out for is enhanced penalty for violence
against pregnant women.
D. Community Reports
None.
UNFINISHED BUSINESS
A. Teen Dating Violence Prevention Peer Education Conference
C. Kitaoka reported that the State Attorney General is planning to bring Dr. J. Murray
to Oahu next year. Perhaps CSW can piggyback on that event or bring her another
time. C. Kitaoka e-mailed Dr. J. Murray and she was willing to come to the Big
Island again. As of yesterday, Dr. J. Murray has received 1,437 e-mails from
students and 60 e-mails are repeat people.
C. Kitaoka said that Jay Kimura, Prosecutor’s Office, is willing to commit $5,000 to
bring Dr. J. Murray back. In addition, Council member Angel Pilago has offered
$3,000 for the program. With leftover funds in the budget, C. Kitaoka said CSW
could encumber speaker fees for this fiscal year or next fiscal year. N. Kelly
suggested that Dr. J. Murray provide presentations during the school year in March
or April 2008 and before the prom. C. Kitaoka offered to check with the schools on
their testing dates.
A. Mejia explained about a miscommunication at Keaau High School which resulted
in the presentation by Dr. J. Murray being cancelled. Unfortunately, N. Kelly replied
that Keaau High School was never confirmed with the contact person. Pahoa High
School didn’t want to make any kind of adjustments to their testing schedule initially,

but Council member Emily Naeole’s office contacted the school to have the
presentations.
D. Pung stated that CSW would like to see more schools participate with the
presentations.
NEW BUSINESS
A. Guest Speaker – Sharon Ferguson-Quick, Executive Director of HSCSW
S. Ferguson-Quick shared handouts about the HSCSW’s purpose and mandate,
HSCSW’s Top Ten Priority List, and HSCSW’s Program Proposal.
ANNOUNCEMENTS
A. Next Meeting
The next meeting will be held on Friday, January 18, 2008, at 10:00 a.m. in the
Department of Liquor Control conference room located in Hilo.
B. Schedules
N. Kelly will be unable to attend the January meeting.
