MINUTES
COMMITTEE ON THE STATUS OF WOMEN

CALL TO ORDER
The meeting was called to order at 10:05 a.m.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
M. Masunaga moved to approve the agenda as submitted. K. Peters seconded the
motion. The motion was passed.
APPROVAL OF MINUTES
M. Masunaga made correction to the minutes on page 4, second paragraph: Voluntary
inception should be changed to voluntary establishment.
M. Masunaga moved to accept the April 15, 2005 minutes as corrected. J. Coburn
seconded the motion. The motion was passed.
TREASURERS REPORT
The treasurers report was circulated.
J. Viernes reported that the treasurers report reflects the $25,000 appropriated for the
Teen Dating Violence Prevention Initiative TrainingProgram and the GEMS Program.
J. Coburn moved to accept the treasurers report. C. Ka-ipo seconded the motion. The
motion was passed.
STATEMENTS FROM THE PUBLIC
T.Malonestatedthatsheisaculturalanthropologistandattendedthemeetingsince
she wished to find out whats happening on the island for the betterment of women,
sinceshehasalwaysbeeninterestedinthepublicwelfareofwomen.Sheisa
Hawaii County is an Equal Opportunity Provider and Employer
graduate student of Vermont working on her thesis which is about women inleadership
roles and how spirituality and/or religion facilitate leadership qualities.
CORRESPONDENCE
A. Letter of support from CSW to the House of Representatives joint Committee on
Health and Human Services asking them to pass the Gentle Birth Resolution
B. Copy of Memorandum from Councilwoman Virginia Isbell to Council Chair
Stacy Higa regarding Bill 42, Draft 2 increasing CSWs budget by $25,000 for fiscal
year 2005-06
D. Pung will send a thank you letter to Councilwoman V. Isbell.

REPORTS
A. Education
1. Urgent Services Directory
K. Peters reported that she has completed the second half of the directory.
E. Takazawa will e-mail an addition into the directory to K. Peters.
J. Coburn circulated a booklet called A Rainbow of Resources for Big Island
Families Spring 2005 for CSWs review to determine whether the committee
wanted to combine the Urgent Services Directory or collaborate on distribution.
She will pursue the distribution list of the booklet if CSW decides to combine it.
K. Peters said that the booklet is appropriate for providers on the island and the
urgent services directory is more client oriented. However, it would be nice to
have the directory as an insert with the booklet.
P. Newland mentioned that the Police Department in Puna would like to have the
directory regularly for the police officers cars. Other interested organizations are
the WIC Program and the food bank.
The revised directory will go out to bid in July 2005.
2. First Female Booklet
No report.
3. EssayContest
The winning essays published in the Hawaii Tribune Herald and the Waimea
GazettefeaturingJoshuaLevenson,firstplaceessaycontestwinnerforgrades
11-12 from Kanu o Ka Aina, were circulated to CSW members.
4. Equal Pay Day
CSWdidnotcoordinateanyeventsforEqualPayDaythisyear.

M. Masunaga reported that she has not received any information from the
American Bar Association about the Beijing Womens Conference. However,
she did make contact with them and they will forward any information to her.
5. Mentoring
M. Masunaga reported that she sent out the thank you card and photos to
Washington Mutual.
M. Masunaga reported that she gave the accreditation committee for Konawaena
Middle School a report about the mentoring projects that the CSW have done in
the past three years. They were hoping that it would continue in the future
depending upon availability of funding.
6. Hawaii County Womens Hall of Fame
D. Pung reported that she would prepare a time line for the event. She will
contact J. Moon to confirm her attendance.
J. Coburn noted that she has a scheduling conflict for October 22, 2005 which is
the scheduled date of the Womens Hall of Fame. CSW members suggested
that D. Pung contact J. Moon to determine whether she can come earlier for a
luncheon instead of dinner.
B. Health
1. Womens Health Month
E. Takazawa reported that she will not be pursuing a grant for Womens Health
Month because of the extra work involved. She spoke to J. Viernes and she
indicated that there is enough money ($2,000) in CSWs budget to cover the
omiyage, leis, and light refreshments with the balance of funds divided between
Hilo and Kona.
Dr. Shelly Ham, psychiatrist in Hilo, has agreed to do an evening talk on
meditation and how it affects your mental health at her home.
E. Takazawa suggested that CSW members e-mail their headcount on leis and
omiyageoncetheireventisfinalizedtoherorJ.Viernes.
C.Liaison
1. HSCSW
M. Masunaga reported that the announcement for the position of the Executive
Director for the Hawaii State Commission on the Status of Women (HSCSW)
wentout.Thesalaryrangeis$42,000to$50,000.Thedeadlinetosubmit
resumes is May 31st. A subcommittee consisting of Susan Pirsch from Maui,
SheilaLeasfromOahu,andM.MasunagaoftheHSCSWpreparedthepress
release and got quotes. The next HSCSW meeting is scheduled for Friday,
June24,2005,at10:30a.m.onOahu.

2. Legislative Update
No report.
CSW members can ask Representative Cindy Evans for a legislative update
during lunch today.
D. Marketing
1. Newsletter
J. Coburn reported that the newsletter has been forwarded to her designers.
E. Community Reports
P. Newland reported that she attended a skateboard park meeting in Pahoa
yesterday. A design committee meeting will be held on Sunday, June 5, 2005 to
finalize details and aspects.
The Sirius Institute will be filming this week by French producers of Mona Lisa
Production.
UNFINISHED BUSINESS
A. Resignations and appointments
None.
B. Nominating Committee
The nominating committee consisting of J. Balberde-Kamalii, M. Masunaga, and
P. Newland shall nominate candidates and present a slate of officers for the next
meeting.
NEW BUSINESS
A. New Committees
M. Masunaga suggested forming a liaison committee with the Kona Branch of the
American Association of University Women (AAUW) fortheGEMS Program
because the GEMS Program Chair needs to report to CSW about their plans since
thefundsarecomingfromthecommittee.Shewillfollowupwiththechairofthe
GEMS Program to ensure that reporting is provided to CSW.
D. Noda explained that she is not familiar with the project or history of the GEMS
Program.Sincecountyfundsarebeingused,thenhowmuchcanCSWprovide
input or regulate how that money is going to be used. How much does CSW want to
saytoAAUWthatnon-discriminationneedstobefollowedonhowpeopleare
selected?
C. Ka-ipo questioned why East Hawaii was not included since its county funds.
M.MasunagaexplainedthatabudgetrequestcamethroughCouncilwomanV.Isbell
from AAUW. She attended an islandwide meeting in which the budget request was
discussed.ThisissueissimilartosomeoftheproblemsCSWhadwithWomens
Health Month where the committee offered it to East Hawaii, but if there is nobody to

chair it on that side, then CSW will not do it. CSW did not have the financial
planning and estate planning occurring in East Hawaii because there was nobody to
chair it.
T. Malone mentioned that she is an active AAUW member from her chapter. The
mission statement and the vision of the AAUW are to support young girls and
women. Their very nature is inclusiveness and not about division.
M. Masunaga pointed out that the Hawaii County CSW is the most active committee
in the State of Hawaii. CSW is lucky to have the support of the Mayor and the
County Council who is willing to put money behind the committee.
B. Sponsorships and Co-Sponsorships
None.
C. Guest Speakers
M. Masunaga reported that she spoke to Council Chair Stacy Higa as a potential
guest speaker for the next Hilo or Kona meeting.
E. Takazawa reported that she invited Belinda Cole from the Bay Clinic for the July
meeting.
D. Bylaws
None.
E. Teen Dating Violence Prevention Initiative Training Program
M. Masunaga reported that C. Kitaoka was unable to attend todays meeting
because she is attending a workshop on teen violence on Oahu - a project on Oahu
focusing on homeless and runaway girls which is a very narrow federally funded
program. Judith Clark from Hawaii Youth Services Network invited them to share
information and they plan to visit the Big Island to share their project.
M.MasunagasaidthatC.Kitaokacontactedthefollowingspeakerstoattendthe
training: Rae Anne Spence from Texas, a lieutenant from Idaho whose daughter
wasavictimofteendatingviolence,andtheAmericanBarAssociationDirectoron
the steering committee on the unmet legal needs of children in Washington, D.C.
Therewasalsoaprofessionaltrainer,buthewasnotwillingtowaivehisspeaking
fee so he will not be invited. Therefore, a local speaker within the state is being
lookedinto.
M.MasunagasaidthatC.Kitaokaisworkingonobtainingtheairfarewithout
reserving specific dates since they are working with the schools to determine what
datestheywouldallowtheteenstoattendthetraining.Theyarelookingat50teens
from East Hawaii and West Hawaii. The location of the training will depend on the
costofthebusesandroomfees.Thetrainingwilloccuranywherebetween
September 2005 and February 2006. Funding includes 199 participants and some

of them are adults and CSW members who are interested in attending the training.
The participants include teen leaders who are helping with the training. The public
schools will be contacted first before the private schools.
A nationwide awareness week will be scheduled the week of February 10, 2006.
U.S. Senator Mike Crapo from Idaho introduced a joint congressional and U.S.
Senate resolution to promote this teen dating violence prevention initiative
nationwide. A coordinated effort is underway with the White House, Department of
Justice, U.S. Department of Justice, and the Attorney Generals Office from various
states.
F. Other
J. Coburn reported that the Prosecutors Office is sponsoring a program called the
Shattered Dreams program. The program involves the dramatization of an alcohol-
related crash on or near a high school campus.
M. Masunaga suggested that C. Kitaoka contact Mitch Roth on the Shattered
Dreams program and whether it can be available in West Hawaii.
J. Coburn offered to contact Sharon Vitousek to find out what the statistics were for
male and female deaths ratio.
P. Newland suggested a tie in between Domestic Harmony Awareness Month and
the Teen Violence Prevention Initiative Training.
ANNOUNCEMENTS
A. Next meeting
The next meeting will be held on Friday, June 17, 2005, at 10:00 a.m. in Kona.
M. Masunaga moved to change the meeting date to Tuesday, June 14, 2005, at
10:00 a.m. in Hilo. P. Newland seconded the motion. The motionwas passed.
The July meeting was scheduled for Friday, July 15, 2005, at 10:00 a.m. in Hilo.
C. Ka-ipo moved to change the meeting date to Friday, July, 22, 2005, at 10:00 a.m.
in Kona. K. Peters seconded the motion. The motion was passed with P. Newland
abstaining.

P.NewlandreportedthatPlanetPunasentlivewhalesongsintodeepspacefor
Earth Day held on April 22. It was the first time that Earth Day went intergalactic.
