COMMITTEE ON THE STATUS OF WOMEN

CALL TO ORDER
The meeting was called to order at 10:10 a.m.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
M. Masunaga moved to approve the agenda as submitted. J. Coburn seconded the
motion. The motion was passed.
APPROVAL OF MINUTES
M. Masunaga made correction to the minutes on page 5, second paragraph: “Geri
Hasegawa” should be changed to “Geraldine Hasegawa.”
M. Masunaga moved to accept the March 18, 2005 minutes as corrected. P. Newland
seconded the motion. The motion was passed.
TREASURER’S REPORT
The treasurer’s report was circulated.
D. Pung reported that $25,000 will be appropriated to CSW for the Teen Dating
Violence Prevention Initiative Training Program ($15,000) and the Girls Exploring Math
and Science (GEMS) Program ($10,000).
M. Masunaga moved to accept the treasurer’s report. J. Balberde-Kamalii seconded
the motion. The motion was passed.

REPORTS
A. Education
1. Urgent Services Directory
E. Takazawa reported that she selected watermelon pink as the color for the next
directory.
K. Peters offered to finish updating the second half of the directory for D. Pung
since K. Peters already completed the first half.
E. Takazawa and C. Ka-ipo will work on contacting the different
organizations/agencies on the distribution list next week to inquire if they were
able to pass out the directories and if the amount they requested was sufficient.
2. First Female Booklet
J. Coburn reported that she has no update since she has been unable to do
much work. She will have some proposed names at the next meeting.
3. Essay Contest
J. Balberde-Kamalii reported that she is gearing up for next year’s contest. The
winning essays will be published in the Hawaii Tribune Herald pending
availability of space.

J. Coburn reported that she submitted an article and photo of Joshua Levenson,
first place essay contest winner for grades 11-12 from Kanu ‘o Ka ‘Aina, to the
Waimea Gazette.
4. Equal Pay Day
M. Masunaga reported that the Hawaii State Commission on the Status of
Women (HSCSW) will not sponsor an Equal Pay for Women event this April. A
consensus was reached that CSW sponsor an educational event about the
implementation of recommendations from the UN Beijing Conference for women.
M. Masunaga reported that she contacted the American Bar Association, Women
in the Profession regarding a recommendation for events relating to the Beijing
Conference. The ABA offered to forward any information to her.
E. Takazawa asked that P. Newland follow up with Representative Helene Hale,
since she had attended the Beijing Conference. P. Newland agreed to
spearhead a UN Day.
5. Mentoring
M. Masunaga reported that she is in the process of sending out the thank you
card and photos to Washington Mutual.
6. Hawaii County Women’s Hall of Fame
D. Pung reported that October 22, 2005 has been confirmed with the Hilton
Waikoloa Village to have the Women’s Hall of Fame at the Water’s Edge
Ballroom. The judging criteria were emailed to CSW members for review and
revisions. Jade Moon has not been confirmed yet. D. Pung agreed to work on a
time line.
B. Health
1. Women’s Health Month
M. Masunaga reported that she emailed Jeanne Ohta and she is waiting to hear
from the HSCSW regarding the status of the trust fund. She suggested that
CSW continue to plan for Women’s Health Month events and not rely on any
funding from the HSCSW.
E. Takazawa said she will start working on a grant for Women’s Health Month.
She has an unofficial approval from a 501(c)3 that she is associated with and
they will take this on as a project and dispense the funds. E. Takazawa has
expressed interest in writing a grant to the Healing Our Island Community Fund.
M. Masunaga stated that Dale Suezaki will do a follow up on financial planning
and Kim Jackson will do an update on estate planning in Kona. If funds are
needed, they will ask Morgan Stanley for funding since CSW cannot rely on any
outside funding this year. Since there are territorial issues in Hilo, she suggested
that D. Pung approach the counterpart in Hilo and ask whether she would be

willing to do a financial planning for women in Hilo during Women’s Health
Month.
She is coordinating with Geraldine Hasegawa from Hilo for a seminar in Waimea
or Waikoloa on the update of federal legislation and how it relates to state and
county rules in establishing paternity and voluntary inception of paternity in the
hospital. It will be a question and answer session for mothers, fathers, or service
providers who need to understand what the regulations are.
P. Newland reported that she met with a teacher who invited her to do the “From
Buds to Flowers-Growing Girls to Ladies” program at Keaau High School during
Women’s Health Month.
C. Liaison
1. HSCSW
M. Masunaga reported that she is waiting to hear from the staff person at the
HSCSW when the next meeting will be scheduled, if the Governor released
funding for the HSCSW, and when the HSCSW commissioners can begin the
Executive Director search. She also informed the HSCSW about CSW working
with Kahilu Theatre on the concert.
2. Legislative Update
No report.
D. Marketing
1. Newsletter
J. Coburn reported that she will be taking pictures of CSW members during lunch
today for the newsletter.
E. Community Reports
E. Takazawa reported that PBS has a half-hour program on Wednesdays, at
7:30 p.m. focusing on women’s health. Two of the six series programs have been
aired. M. Masunaga offered to contact someone at PBS, so as to inquire if the
program could be aired during Women’s Health Month in September.
P. Newland reported that Mayor Kim has written a letter of support on behalf of the
Gentle Birth Resolution which is coming before the House of Representatives joint
Committees on Health and Welfare. Secondly, Mayor Kim has proclaimed May as
Gentle Birth Month in honor of Mother’s Day and Mother’s Day is Gentle Birth Day.
She asked if CSW would be willing to send a letter of support on behalf of the Gentle
Birth Resolution.
P. Newland announced that she has been voted treasurer of Mainstreet Pahoa at
last month’s board meeting. In addition, she has been involved as the
coordinator/organizer for the last few years with the skateboard park in Puna. Her

research group, The Sirius Institute, will be featuring live whale sounds for Earth Day
to be held on April 22, from 9 a.m. to 4 p.m., at the University of Hawaii at Hilo.
P. Newland moved that CSW submit a letter of support to the House of
Representatives joint Committees on Health and Welfare asking them to pass the
Gentle Birth Resolution. E. Takazawa seconded the motion. J. Balberde-Kamalii
read the Senate Concurrent Resolution. After some discussion, the motion was
passed with M. Masunaga opposing.

A. New Committees

B. Sponsorships and Co-Sponsorships
M. Masunaga reported that CSW presented Councilwoman V. Isbell a copy of the
budget for the Teen Dating Violence Prevention Initiative Training Program at the
last meeting with a request of $15,000 from the Hawaii County Council. She also
submitted a project presentation which included the $15,000 request, a copy of the
November 2004 National Summit agenda, mission statement, time line, warning
sign, feedback from the National Summit participants, and the letters of
recommendation. The project presentation portfolio was given to the nine council
members. A hand delivered portfolio was given to Councilwoman V. Isbell for her
consideration and she loved it. D. Pung attended the council meeting for Bill 40 and
M. Masunaga briefly appeared by videoconference. The County Council approved
funding of $15,000 for the Teen Dating Violence Prevention Initiative Training as well
as $10,000 for the GEMS Program for fifth grade girls.
D. Pung stated that she reiterated what M. Masunaga said and paraphrased some of
the participants’ statements at the County Council meeting.
D. Noda reported that her recommendation to CSW about fundraising is that it is not
within the scope and responsibility of this committee. Per HRS 367-4, the county’s
committee is charged with the duty and responsibility to develop information as the
state commission requires or CSW deems advisable concerning the status of
women in the county. In addition, she felt it would be best that CSW get the
approval and rubber stamp directive from the commission with a carbon copy to the
Mayor. However, she was informed that the commission is in transition so the
committee would not receive a timely response. Her concerns raised in the email is
more of “cover your behind” because if someone sees an advertisement poster with
the name of the concert sponsors, questions may arise why they are not helping
other women organizations. Furthermore, she mentioned that county departments,
agencies, boards and commission, and committees do not fundraise. All proceeds

from the concert cannot go directly to CSW. The committee may support the Kahilu
Theatre raising the funds which may be earmarked for a particular organization.
M. Masunaga indicated that committee members could participate as individuals if
Kahilu Theatre Foundation decides to proceed with the concert. She will encourage
the Friends of the Drug Court to see if they want to add their names as participants.
Other possible participants are Barry Taniguchi and the managers of Wal Mart and
Kmart in Kona.
C. Guest Speakers
M. Masunaga reported that she invited Council Chairman Stacy Higa as a guest
speaker for the July meeting.
E. Takazawa reported that she also invited Belinda Cole from the Bay Clinic for the
July meeting.
P. Newland suggested inviting Nathalie Jensen, photographer of contemporary
Hawaiian women, and her mother as potential guest speakers in the future.

ANNOUNCEMENTS
A. Next meeting
The next meeting will be held on Thursday, May 26, 2005, at 10:00 a.m. in the
Kahilu Theatre in Waimea. M. Masunaga offered to invite Representative Cindy
Evans as the guest speaker.
The June meeting is tentatively scheduled for Friday, June 17, 2005, at 10:00 a.m. in
Kona. Location to be announced.
