CALL TO ORDER
The meeting was called to order at 10:14 a.m. D. Pung welcomed the two new
members to CSW.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
M. Masunaga moved to approve the agenda as submitted. P. Newland seconded the
motion. The motion was passed
APPROVAL OF MINUTES
P. Newland made a correction to the minutes on page 6, G. Other: It should read
P. Newland asked whether CSW willbe sending a representative to the opening of the
legislature in January 2005 because she would liketo attend on CSWs behalf.
C. Ka-ipo moved to accept the December 17, 2004 minutes as corrected. C. Kitaoka
seconded the motion. The motion was passed.
TREASURERS REPORT
The treasurers report was circulated.

REPORTS
A. Education
1. Urgent Services Directory
E. Takazawa suggested distributing the directories at the YWCA for families to
pick up.
J. Viernes reported that she has approximately 12 packets left (250 in a packet).
She has a distribution list of the different organizations/agencies that requested
for the directories.
P. Newland suggested having the directory available on-line and ready for print
as an option. J. Viernes said that the directory is listed under Office of the Mayor
in the County of Hawaiis website.
C. Ka-ipo and E. Takazawa offered to co-chair the distribution of the directories.
2. First Female Booklet
A copy of the final draft of the First Female Booklet was circulated to CSW
members for review.
P. Newland suggested having the booklet available on a web page and ready for
print as an option. J. Viernes said that the booklet is on a PDF file and could be
listed under Office of the Mayor in the County of Hawaiis website. The file may
be e-mailed to the Data Systems Department for implementation.
P. Newland suggested putting pictures of the Womens Hall of Fame winners into
the First Female Booklet. E. Takazawa offered to obtain the pictures from
L. Guluzzy of the Womens Hall of Fame winners for inclusion into the booklet.
3. Essay contest
J.Balberde-Kamaliireportedthatapproximately76entriesweresubmittedand
57 met the criteria. There were five charters school throughout the island from
Waimea,Hilo,andKeaauthatparticipated.TherewasalsoanentryfromKohala
Intermediate School. On Monday, she should determine the first, second, and
thirdplacewinnersforeachdivisionfromgrades5through12.

J. Viernes is working on the medals with Trophy Case.
The local style menu will include rice, macaroni salad, and Korean chicken. The
lunch will cost approximately $20 per head for 100 people, a $250 facility deposit,
and $105 for the PA & microphone system. The total cost for the event will be
$2,355.00.
Donation letters will be going out asking for donations from T&T Electric, Inc., Big
Island Candies, and Big Island Delights. Last years photographer has agreed to
take pictures for this years event.
D. Pung questioned who is invited to the luncheon since CSW pays for all
attendees. She suggested that CSW pay for two parents along with the winner
and Real Woman. The teachers have a separate invitation. However, in the
pastsiblingswereabletoattendtheluncheon.CSWdecidednottoinvite
Jeanne Ohta this year because she is only a part time temporary employee.
M. Masunaga suggested inviting Faye Watanabe Kurren, who is the chair of the
HSCSW instead.
J. Balberde-Kamalii said that CSW should consider limiting the invitations for
next year because precedence has been set from last year and this issue was
brought up at the last minute. In addition, the invitations have been printed
indicating four lines of which to list the people attending.
J. Balberde-Kamalii provided a summary of the Real Women essay contest for
new CSW members.
J. Balberde-Kamalii said that the Hapuna Beach Prince Hotel is offering a $159
kamaaina room rate.
M. Masunaga moved to approve the essay contest budget of $2,355.
P. Newland seconded the motion. The motion was passed. P. Newland
amended the motion to raise the essay contest budget of $3,000 since the
savings bonds were not included in the previous request. M. Masunaga
seconded the motion. The motion was passed.
4. Equal Pay Day
P. Newland reported that she is still in the planning stages for Equal Pay Day.
She is open to suggestions.
M.MasunagareportedthattheHSCSWwillnotbedoinganythingforEqualPay
Day due to lack of staff support.
5. Mentoring
M.MasunagareportedthatthementoringprogramfinancedbyWashington
Mutual will be held on February 28, 2005 at the Hilton Waikoloa Village. A public

relations firm has been working with the principal at Konawaena Middle School.
The number of people participating has been reduced because the budget was
reduced. M. Masunaga said they are waiting to find out how many studentswill
be funded and if they are limiting the number of community volunteers that will be
coming. In addition, K. Peters will be providing a talk on issues affecting middle
school kids.
M. Masunaga stated that she spoke to C. Kitaoka about a small group mentoring
program called Living Healthy for Young Girls.
6. Hawaii County Womens Hall of Fame
No report.
J. Viernes reported that CSWs expenses for the dinner was approximately
$1,200.
B. Health
1. Womens Health Month
M. Masunaga reported that she would like to do a follow up on the Womens
Financial Seminar in Kona this year. She is encouraging Dale Suezakis
counterpart in Hilo to do a seminar. However, there are concerns about territorial
limits so it may be difficult to start a program in Hilo. She will ask Kim Jackson or
another estate planning attorney to see if they would like to present a workshop.
E. Takazawa mentioned that CSW could apply for the $2,000 grant from the
HSCSW for Womens Health Month if its available this year.
M. Masunaga described the different events held islandwide for Womens Health
Month.
C. Kitaoka mentioned that she would like to have a Teen Dating Violence
speaker in September or October.
J. Balberde-Kamalii said that October is National Domestic Violence Awareness
Month.ShesuggestedobtainingresourcesfromChildandFamilyServiceand
Turning Point for Families.
C. Ka-ipo stated that she would like to focus on young women and ice. She
couldworkwithC.KitaokaingettingfundsfromProsecutingAttorney,
Jay Kimura and also work with M. Masunaga in trying to get funds from U.S.
Attorney,EdKubo.C.Ka-iposaidshewouldliketoinviteMelveenLeedto
provide entertainment for Womens Health Month.

C. Liaison
1. HSCSW
M. Masunaga reported that the HSCSW commissioners met with Governor
L. Lingle on December 14, 2004. She felt the meeting was wonderful and the
Governor listened to the issues. M. Masunaga told her all of CSWs projects and
the events sponsored by the committee for Womens Health Month. She talked
about the mentoring program that was done twice and continuing for the third
year. The Governor loved the mentoring program and she definitely has an
interest in this area. The Governor may release funding for the HSCSW, but she
has not done it yet. At this time, there is no meeting scheduled for the HSCSW.
2. Legislative Update
M. Masunaga reported that the Hawaii Womens Coalition is actively working on
the legislative process. CSW members will be receiving notice about their
meetings or bills.
D. Marketing
1. Newsletter
D. Pung reported that she seen former chair M. Lake and she said that she
turned in the newsletter to J. Viernes. However, J. Viernes claims that she never
received it.
P. Newland suggested having CSWs newsletter available in the County
newsletter.
M. Masunaga mentioned that she went on the City and County of Honolulu
website and they have a link with the HSCSW. She felt that the County of Hawaii
should have that link also.
The meeting was recessed at 11:19 a.m. The meeting was reconvened at
11:24 a.m.

and public relations for CSW. CSW members will e-mail their newsletter articles
andbiostoJ.Coburn.J.Vierneswillprovidecopiesofpastnewslettersto
J. Coburn as reference.
E. Community Reports
No report.
UNFINISHEDBUSINESS
A. Resignations and appointments
J.CoburnandK.PetershavebeenswornedinasnewmembersofCSW.D.Pung
has been reappointed to serve on CSW.

NEW BUSINESS
A. New Committees
J. Coburn will be the new chair of marketing.
B. Sponsorships and Co-Sponsorships
None.
C. Guest Speakers
E. Takazawa reported that she will follow up with Nona Beamer as a potential guest
speaker at the next CSW meeting in Hilo instead of Waimea since N. Beamer lives
in Hilo.
D. Bylaws
D. Pung reported that she will prepare policy and procedures on omiyage.
E. Discussion of Election of Officers
D. Pung reported that election of officers need to be held for Chair and Vice-Chair.
A nominating committee composed of three members shall nominate candidates
and present a slate two weeks in advance of the meeting. Currently, J. Balberde-
Kamalii and P. Newland are the members on the nominating committee. Another
member needs to be elected from CSW to serve. E. Takazawa moved to elect
M. Masunaga as a member of the nominating committee. C. Ka-ipo seconded the
motion. The motion was passed.
F. Other
M. Masunaga read a draft letter for approval supporting nominee Elizabeth Betsy
Strance as Third Circuit Court Judge. M. Masunaga moved to send the letter and
that she will testify before the Senate Judiciary Committee on February 4, 2005 on
behalf of CSW. P. Newland seconded the motion. The motion was passed.
M. Masunaga announced that there will be a Drug Court Graduation on
February 1, 2005, at 9:30 a.m. to 12 p.m., in Judge Ibarras courtroom in Kona.
P. Newland announced that there will be a meeting with state legislators on
January 22, 2005, at various places on the island.
P.NewlandreportedthatshewouldlikeCSWtosupportdomesticharmonyasa
platform. P. Newland moved that CSW undertake domestic harmony awareness.
J.Balberde-Kamaliisecondedthemotion.C.Ka-iposaidsheagreeswith
P. Newland on domestic harmony, but she felt that CSW needs to make an impact.
Aftersomediscussion,P.NewlandamendedhermotionbysupportingaFebruary
domestic harmony concert. J. Balberde-Kamalii seconded the motion. The motion
waspassed.

ANNOUNCEMENTS
A. Next meeting
The next meeting will be held on Thursday, February 17, 2005, at 10:00 a.m. in
Waimea. Location to be announced.
