CALL TO ORDER
The meeting was called to order at 10:20 a.m.
ROLL CALL
A quorum was present.
APPROVAL OF AGENDA
N. Kelly moved to approve the agenda as submitted.D. Pung seconded the motion.

APPROVAL OF MINUTES
N. Kelly moved to approve the September 10,2010 minutes. D. Pung seconded the
motion. The motion was passed.
TREASURER’S REPORT
The treasurer’s report was circulated.
N. Kelly reported that the expenditures include the Women’s Hall of Fame.
K. Schneider moved to accept the treasurer’s report. J. Balberde-Kamalii seconded the
motion. The motion was passed.

A.Evaluation Form from Kimberly Higashi, Catering and Conferences Services
Manager of Mauna Kea Resort
K. Nova agreed to complete the survey for the Women’s Hall of Fame.

REPORTS
A.Education
1.Urgent Services Directory
J. Viernes reported that a student volunteer from the UH Hilo Women’s Center
updated the directory in one and ahalf days. She reviewed it and she found a lot
of errors. She suggested that someone else update it and have the directory go
out to bid at the end of the fiscal year if monies are available.
N. Kelly offered to contact Michele Newman and provide feedback on the poor
quality and see whether or not this directory can be rectified.
2.Equal Pay
E. Cabatu reported that S. Ferguson-Quick, Executive Director of the Hawaii
State Commission on the Status of Women (HSCSW), would like to do a
statewide radio ad campaign with young voices.
E. Cabatu suggested that each county committee do a radio ad and share it and
the HSCSW pays for it.
B.Health
1.Women’s Health Month
E. Cabatu reported that the Ladies Night Out event held on Friday, October 1st at
Aunty Sally’s Luau Hale sponsored by Hui Malama Ola Na Oiwi was very
successful. The majority of their clients were serviced. A newspaper article was
featured in the Hawaii Tribune Herald.
They are thinking about doing the event a little bit bigger and possibly utilizing the
Civic Auditorium or the Edith Kanakaole Tennis Stadium and opening it up to
service organizations such as OSM, YWCA, etc. However, they are nervous
about the manpower and getting all the sponsors and providers together.
E.Cabatu said she is pushing for it to be open wider because of state and county
funding somore people can be serviced. This event is targeted for lower income
women.
E. Cabatu stated that CSW did not end up contributing $200 for printing of the
flyers because they didn’t need it. The HSCSW sponsored approximately $1,500

for this event. In addition, any state/county funding in the future should be
divided between Hilo and Kona.
E. Cabatu indicated that Hui Malama Ola Na Oiwi brought women in from Pahoa
and Kau because they have their own vans. Their main focus has a lot to do with
transportation. She is encouraging them to seek more funding from the HMSA
Foundation.
K. Schneider mentioned an event sponsored by the Family Support Services for
the homeless held at a pavilion at the Old Kona Airport. It was very well
attended. Lunch was provided and supplies were provided in a basket for people
to take what was needed. Massages and haircuts were also provided. She
wondered how they targeted and got that population to attend. K. Peters replied
that it was probably the population that comes to the friendly place which is also
family support. A new homeless shelter has also opened up by the Kona airport.
C.Liaison
1.HSCSW
E. Cabatu reported that the HSCSW usually have a get together at the
Governor’s Mansion for Women’s History Month in March. They are thinking of
doing a smallerevent for women’s history month and still have monies go out to
the counties.
Maui CSW has done an urgent services brochure and a women’s hall of fame
booklet. The HSCSW has paid for those two items.
2.Legislative Update
E. Cabatu reported that the Women’s Caucus will meet soon and release their
package. She will email the spread sheet of bills to CSW members.
K. Nova suggested that CSW members start thinking about what they want to
ask for and what they want help with due to a change of state administration.
The people who start asking are the ones who are going to get something.
D.Community Reports

UNFINISHEDBUSINESS
A.First Female Board –J. Balberde-Kamalii
J. Balberde-Kamalii’s reported that the board will be completed by the end of
January since she was unable to do it. CSW said the board will be used at the
committee’s events to show what they do.
B.Essay Contest –C. Kitaoka
C. Kitaoka reported that the essay contest awards luncheon will be held on Sunday,
March, 20, 2011. CSW decided to send out the request for quotations to the

Hapuna Beach Prince Hotel, Sheraton Keauhou Bay Resort and Spa, and the Hilton
Waikoloa Village. Secondly, she will be seeking judges for the contest. The
committee decided to determine the prizes at a later time.
J. Viernes stated that the essays are due today. She received some feedback from
schools that will be participating.
C.Hawaii County Women’s Hall of Fame –Committee
K. Nova reported that the event cost approximately $1,300. The expenses
worksheet was circulated to CSW members. She felt it was a successful event. The
changes that people had recommended and the way the script was written by
K.Peters made a huge difference. One person who was nominated, but was not
one of the winners, felt that it did not matter to her. She felt that she received as
much attention as the winners.
K. Peters stated that she preferred the way it was done this year because the
women were really honored this time and the audience really appreciated them.
K. Schneider said that feedback she received from recipients was that they thought it
was fabulous. They felt everyone was honored and they were also in awe of all that
they learned of what the other women had done.
K. Nova mentioned that the only sad part about the event is that none of the
photographs were newspaper worthy. E. Cabatu suggested that CSW invite the
photographers from the newspapers to attend in the future.
K. Nova brought up the issue of whether the committee wants to invest in this event
every year.It is difficult finding a chair and CSW have to look at their investment in
the event and consider doing it every so often as oppose to every year. Everyone
came together this year and made it happen this time. CSW indicated that the
committee still needs a chair.
C. Kitaoka suggested that the committee break up the event and members have
their assignments. Secondly, if the committee does the event every year, then they
would get better rates for the hotel. But the hotel is not the only issue that needs to
be considered.
K. Peters said the difficult thing about doing it every year is that they will run out of
nominees. She also didn’t feel it will be as difficult now because CSW has to look at
it as a committee effort.
D. Pung said that each member will get an assignment so everyone is invested in
this event. The committee is also getting to be known and the event is getting to be
more popular. However, the committee wants quality candidates.

N. Kelly stated that if CSW has the event every other year, then there may be a flood
of nominations. She raised a concern about repeat nominations.
K. Nova indicated that CSW don’t have to decide today. She preferred doing it
every other year because this year was very difficult to coordinate. She has no
intention of going through what the committee went through this past year.
J. Balberde-Kamalii stated that the essay contest and the women’s hall of fame is
the cornerstone of this committee in the community. It would make her question
how valid is the women’s hall of fame if it was dictated by the interaction of one year
by a certain individual. It will be a reactionary decision so she felt it should be held
every year. The only change she would like to see is the rotation of the venue
between East and West Hawaii.
K. Nova responded that CSW needs to decide if these are the events that this
committee wants to put their time, energy, and money toward. Events do change
over the years with the committee.
N. Kelly pointed out that the essay contest and women’s health month benefits a
greater circle of people. On the other hand, the women’s hall of fame highlights only
a few. Generally, when organizations do recognition events, it is a fundraiser. The
women’s hall of fame is a function using county funds, but it is not a money
generator so why is the committee doing this?
K. Nova said that if there was someone to do the publicity, then the committee would
do a lot better. She asked that CSW consider this issue and make a decision at the
next meeting.
D.Voter Registration Booth –K. Schneider
K. Schneider reported that the last voter registration went very well at the Kona
Village Stroll. It created good visibility and there were a lot of great questions from
the people that came by. It was a mixture of tourists and people who are new to the
island. The organizers got a chance to see what CSW was about and they will allow
the committee to participate and have a table at no charge provided that there is
space available.
There were many applications distributed at the last event even when it was already
passed the primary. People were still taking absentee ballots and coming up and
asking about the registration. Some CSW members participated and helped at the
voter registration booth.
K. Nova felt it was a worthwhile event for CSW to do.
E. Cabatu presented the W.A.V.E. campaign t-shirt. The last voter registration was
held in Kona. They canvassed the beach because there are some locals that go
there and people who are new to the island. They might not go back to Kahuluu

Beach Park because they got accosted by one of the vendors there because she
thought they were selling and stealing business from her.
E. Cabatu said that it was a last minute effort in Kona because of the permit process
which was later discovered that a permit is not required. The promoter of Fearless
Hawaiian suggested that CSW should do it during the Queen Liliuokalani races or an
event where there are lots of kids. On the other hand, the Hilo event was publicized
by two interns at the promoter’s shop and they went on facebook and told everybody
to come down. It was very slow so they started offering free t-shirts.
J. Balberde-Kamalii said she started calling schools in Hilo and she took off from
work and registered 28 girls from St. Joseph School and gave away the extra t-
shirts.She also registered 14 girls with their alternative programs. She was asked
to register 20 students at the college level. The boys who registered also asked if
they could have a shirt. The last day to register is December 31, 2010. Teenagers
can register at 16 years old and vote at 18 years old. She would like to promote the
extra t-shirts in history classes.
E.Teen Dating Violence Prevention –N. Kelly/C. Kitaoka
C. Kitaoka reported that she went to a meeting at Kealakehe High School and they
are interested in teen dating violence. Hopefully the committee can make a
connection with them and they can help CSW do something.She suggested that
J.Balberde-Kamalii be the contact person for East Hawaii.
N. Kelly mentioned that the domestic violence clearinghouse goes into the schools
and maybe CSW can partner with them. However, C. Kitaoka replied that she
received negative feedback about their presentation in the past.
J. Balberde-Kamalii said that you can go to the schools PTGor PTA coordinator or
the PCNC coordinator. There is a very good turnout at the PTG meetings so a
presentation can be done at this time. The schools already have things in place so
contact just need to be made to let them know what it is.
C. Kitaoka said that CSW needs something to offer and then a point person to follow
through on the program.
F.Teens Internet Protection –A. Mejia
Tabled.
G.CSW Brochure
K. Nova suggested that CSW discuss the brochure at the next meeting and decide
how to proceed.
K. Peters suggested that CSW prepare a free stand up board rather than a brochure
and modify it as needed. She offered to assist K. Nova with this project.

H.Budgetary FY 2011-12–N. Kelly
N. Kelly reported that CSW submitted a budget for $11,130 for next fiscal year.
CSW’s current budget is $11,169. The Finance Director returned the expenditure
worksheets with their comments asking if the committee could start meeting only
every other month, or is monthly required? N. Kelly will respond that CSW will
reduce the number of meetings by one more. With the events, the number of
meetings is needed so the committee can adequately plan and prepare.
NEW BUSINESS
A.Recruitment of New Members
K. Nova reported that there are two vacancies on CSW for the Puna, Volcano, and
Kau district. K. Peters said CSW don’t have members from Waimea, Kohala,
Honokaa, and Volcano.
K. Schneider mentioned a potential candidate from the Waimea/Hawi area who is
interested in serving. K. Nova mentioned that Linda Ugalde from Volcano was very
impressive. E. Cabatu suggested M. Newman from the UHH Women’s Center.
J.Mecklenburg suggested a potential candidate from Hawaii Community College.
K. Peters mentioned Tracey Fosso, Publisher from West Hawaii Today as a great
candidate to serve on CSW.
Interested members who are willing to serve need to complete an application for
boards and commissions which can be obtained from J. Viernes.
ANNOUNCEMENTS
A.Next Meeting
The next meeting will be held on Friday, February 11, 2011, at 10:00 a.m. in Hilo.
Location to be announced.
D. Pung announced that C. Kitaoka was selected as one of the volunteers for the
American Red Cross.
