Motion carried unanimously. <br />APPROVAL OF ADDENDUM AND/OR SUPPLEMENTAL AGENDA <br />3.: None <br />STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA <br />4.: None <br />(Taken out of order) <br />NEW BUSINESS <br />7.: <br />COUNCILMAN GARY SAFARIK, PARKS AND ENVIRONMENTAL MANAGEMENT <br />COMMITTEE CHAIR, PRESENTATION ON JAPANESE TOUR OF WASTE REDUCTION <br />TECHNOLOGY <br />DESCRIPTION: The methods and operations of the two waste-to-energy plants visited, Hitachi <br />Metals Group and Nippon Steel. (Videos may be checked out at the County Council office.) <br />OBSERVATION: It is not realistic to believe vendors will pay up front to build a $50M SORT <br />station and make their money on the back end. Funding in Japan is 49% private vendor and 51% <br />government/community. <br />KEY: to the Japanese endeavor is a fee similar to our tipping fee. Fee of $150/ton is needed to <br />run these plants. Our $45/ton tipping fee is way below what it will take to operate this type of <br />plant. <br />PURPOSE OF TRIP: To learn if a plant like this would be viable in HawaiÒi. <br />VISION: No more landfills. Instead, transfer stations, SORT station and some kind of waste-to- <br />energy (burn) plant. <br /> <br />
