CALL TO ORDER: Commission Chair Smith called the meeting to order at 9:13 a.m.

COUNCILMAN GARY SAFARIK, PARKS AND ENVIRONMENTAL MANAGEMENT
COMMITTEE CHAIR, PRESENTATION ON JAPANESE TOUR OF WASTE REDUCTION
TECHNOLOGY
DESCRIPTION: The methods and operations of the two waste-to-energy plants visited, Hitachi
Metals Group and Nippon Steel. (Videos may be checked out at the County Council office.)
OBSERVATION: It is not realistic to believe vendors will pay up front to build a $50M SORT
station and make their money on the back end. Funding in Japan is 49% private vendor and 51%
government/community.
KEY: to the Japanese endeavor is a fee similar to our tipping fee. Fee of $150/ton is needed to
run these plants. Our $45/ton tipping fee is way below what it will take to operate this type of
plant.
PURPOSE OF TRIP: To learn if a plant like this would be viable in HawaiÒi.
VISION: No more landfills. Instead, transfer stations, SORT station and some kind of waste-to-
energy (burn) plant.
ISSUE: Look at some connection with property tax and some type of flat rate that is attached
for X amount of years so we can have enough funding to get up to
RECOMMENDATION: Explore and identify funding: Tipping fees, property tax, special
assessment through the property tax collection?
MESSAGE: If people are serious about this environment then weÓre going to have to find a way
to dispose of our waste stream and itÓs going to cost a lot of money.
The Commission requested Councilman Safarik or his representative to attend the upcoming
Trash Tour on Oahu.

COUNCIL ACTIONS:
August 19, 2003 Parks and Environmental Management Committee (PE
include ordinances/resolutions: (1) making the owner of a property responsible for the sewer
user charges; (2) including an interest penalty for overdue amounts, and resolution to extend
Kona sewer for Tante Urban and; (3) deleting exemptions for requiring sewer connections when
sewer is accessible to property.
An ordinance will be submitted to revise the code to remove council approval from sewer
extension requests with written notification to affected residen
communication to council through the PEMC.
SORT STATION EIS TIMELINE:
August 12, 2003: EIS completed
August 26, 2003: OEQC publication
THE ABOVE TIMELINE HAS BEEN REVISED AS FOLLOWS SINCE THE MEETING:
August 29, 2003: EIS completed
September 16, 2003: OEQC publication
ISWMP Timeline will be updated and included in next monthÓs repo
KEAAU RECYCLE AND REUSE CENTER:
Tonnage data sheets were reviewed (attached to original minutes).
TRASH TOUR:
Tour site itinerary was reviewed and accepted.
The annual City and County of Honolulu Tour de Trash should be in mid-November.
