INTRODUCTION AND ORIENTATION Commission members give introduction and brief of themselves. STATEMENT FROM THE PUBLIC Commission members are addressed by three speakers. JOHN OLSON - Would like to implement a recycling program in each subdivision of in Puna. Now in the middle of planning for the next 10-year cycle of the County General Plan and hoping that this commission will have input on how solid waste and wastewater play into that planning process. file://C:\Test1\minutes052301.htm6/22/2011 Minutes for Wednesday, May 23, 2001Page 2 of 2 JOHN OTA - Since his return to the island in 1994, he has noticed a big change in many environmental issues. Individual homeowners in Pauka must hook up to the sewer line that the County installed at a cost of $2,000 to $9,000 per individual. Why do some homeowners have to hook up, and others excused? GABRIEL MANNING - Concerned about the cost of hooking up to the sewer line due to the blue rock in the Waiakea Houselot area. Many people in that area are widowed and have a very low income. RESPONSIBILITIES, PROTOCOL, SUNSHINE LAW Lincoln Ashida of Corporation Counsel discusses the duties and responsibilities of the commission members, the protocol, and the Sunshine Law. Assignment of an attorney will follow at a later date. COUNTY REGULATIONS AND POLICIES Mike Ben of Civil Service discussed personnel policies and regulations. There are no personnel policies, rules or laws that apply to commission member since they are not employees of the County. However, employees of the Department for which they will be advising are subject to a variety of laws, rules, regulations and policies. COMMISSION FINANCES Jerry Hamamoto discussed reimbursement for mileage, per diem, car rental, and meals (when meetings go overtime). The County of Hawai‘i does not purchase alcohol for consumption by employees or for functions involving the County and this includes commissioners. Jennifer Duldulao of the Department of Public Works will establish the procedures and handle the paperwork. SOLID WASTE ORIENTATION Laurence Capellas of the Solid Waste Division WASTEWATER ORIENTATION    ELECTION OF OFFICERS Commission members elect Co-Chairpersons Riley Smith and Barbara Bell for the interim period. SCHEDULING OF NEXT MEETING Next meeting will be on July 7, 2001, at 9:00 a.m. at the Hilo Wastewater Treatment Plant.
