1.Commission Chair Erway called the meeting to order at 9:10 a.m.
CALL TO ORDER:
She welcomed and introduced Bobby Cooper, new commission member for District 2, and
acknowledged that this was Sam Kawamuras last meeting since his term expires December,
2006. She also noted that Paulette Pavao is going through the confirmation process as
Kawamuras replacement.

APPROVAL OF MINUTES OF SEPTEMBER 27, 2006 MEETING:
Commission member Sanborn made a motion to approve the September 27, 2006
minutes as written. Commission member Kawamura seconded the motion. Motion
passed unanimously.

Abandoned Vehicle Program Report

Technical Services Section Report
KOHANAIKIDEVELOPMENT:
County still awaiting the Preliminary Engineering Reports (PERs) from Rutter Development.
·
If Rutter Development does not proceed with this project, Beck will look to CIP funding for
·
the effluent reuse distribution system.
Reuse water can be used by commercial businesses such as Costco and State Department of
·
Transportation in the road median strip.
Sanborn made a motion to look into collaborating with the Kona-Kohala Chamber of
·
Commerce to hold an information meeting on March 29, 2007. Mayhew seconded the
motion and it passed unanimously.
Erway delegated Sanborn to coordinate setting up information meetings with the Kona-
·

Kohala Chamber of Commerce following the March 29 EMC meeting in Kona.
LARGE CAPACITY CESSPOOL REPLACEMENT PROJECT DEADLINES:
Honokaa: September ,2010.
·
Queen Lilioukalani: June, 2010.
·
Komohana Heights: January, 2009.
·
Hilo Sewer Pump Station Abandonment: has been completed.
·
NAALEHU/PAHALA LARGE CAPACITY CESSPOOL REPLACEMENT:
County has committed to help residents of the area with this project.
·
The department will pursue the monthly fee being increased from $15 for gang cesspools to
·
$27 for large capacity cesspools when projectis completed.
KAPOHO WASTEWATER TREATMENT FACILITY FEASIBILITY STUDY:
$200,000 has been allotted for this study ($50,000 County CIP and $150,000 State).
·
KILOHANA SEWER IMPROVEMENT DISTRICT:
Public meetings will be scheduled in early 2007 when the implementation plan is finished.
·
Contract will be executed with a financial consultant to determined method of financing for
·
both North Kona ID and Kilohana.
QUEEN LILIUOKALANI VILLAGE LARGE CAPACITY CESSPOOL REPLACEMENT:
Met with the Homeowners Association and provided correct information to clarify
·
misconceptions regarding the wastewater system.
Looking for land to place the septic system.
·
KEALAKEHE SEWAGE PUMP STATION ODOR CONTROL:
This project is on hold pending hiring of additional staff. Interviews are proceeding for one
·
staff position.

Solid Waste Division Chiefs Report
Dworsky introduced Linda Peters, the new Recycling Coordinator and Chris Chin-Chance,
·
Recycling Specialist.
HILO LANDFILL:
Sliverfillcontinuestoworkwell.
·
TheDivisionisworkingonprovidingadditionaldataregardingtheslopestabilityrequested
·
byDOH.
The Hilo landfill remained very stable during the earthquake.
·
EQUIPMENT:
Thereisnoneedfordailycover,therebysavingfundsoncoverrock,nowthattheTarp-O-
·
Matic is being used as alternative daily cover.
GREEN WASTE:
There is no green waste/mulch in Hilo currently now that the second grinder has been
·
removed.
Grinderwill be back in Hilo in seven to eight weeks.
·
Fencing is being installed by the Kailua-Kona Police Station to reduce wind blown litter.
·
Looking at ways to store loads of processed green waste around the island for residents
·
convenience.
EKO is now taking pallets at their green waste sites.
·
The request for funds to build a compost facility in West Hawai`i is being resubmitted to
·
Council.
Sanborn made a motion to write a letter of support and urge the Council to get it going.
·
Mayhew seconded the motion.
It was suggested that the letter include the departments top three priorities:
·
Composting Facility/Green waste Diversion/Biodiesel
o
Reload Building
o
Providing background on department projects.
o
The motion was amended to include the departments top three priorities and it passed
·
unanimously.
A commercial green waste tip fee ordinance is in place for when the composting facility is
·
built.
Sanborn and Erway will compose the letter with assistance from Bell and Dworsky.
·
TRANSFER STATIONS:
Hawi, Kailua-Kona, Waimea and Waiohinu transfer stations sustained earthquake damage.
·
FEMA will reimburse up to75% if repair plans are approved.
Four acres are required for an alternative (new) Waimea transfer stationsite.
·
All Solid Waste facilities will be closed Thanksgiving Day, Christmas Day and New Years
·
Day.
RECYCLING/DIVERSION STATUS:
The 20% diversion rate at KRRC does not include redemption of HI5 beverage containers.
·
Kona Recycles @ Kealakehe traditional recycling rate is 7% which does not include scrap
·
metal and green waste or HI5 containers.

Upcoming County Household Hazardous Waste Disposal dates are December 2 in Hilo and
·

9 in Kona. Surveys will be compiled regarding the need for additional sites around the
island.
The segregated area for earthquake E-Waste at the West Hawai`i landfill will be available
·
through December 30, 2006.
Peters distributed the new Recycle Hawai`i Recycle Guide and invited commission members
·

to the Tim Wenk HI Magic Show.
Reynolds Recycling is now open in Hilo.
·
Treecycling chippings will be available at transfer stations from January 7 through January
·
14, 2007.

Wastewater Division Chiefs Report

TheKonaLineMaintenanceSupervisorwillretireNovember30,2006.KonaandHilo

combinedstaffwillassistwiththedutiesuntilareplacementishired.
The Deputy Division position description is being rewritten to reduce the engineering
·
portion.
Will forego repairing the Kalanianaole Avenue Inceptor because the infiltration is not bad
·
and the already scheduled upcoming Phase II rehab project will address this repair.
Wastewater is assisting Water Supply with some camera work at the Waimea Reservoirs.
·
Hirota just received the new NPDES permit for Hilo and will be reviewing it.

Directors Report
At the request of the Mayor, Bell recently attended a Waste-to-Energy Technical Conference
·
in New York City.
RFP Timeline: Due date for RFP proposals will be extended to mid-April. Review will be in
·
May, the contract negotiations will occur in June and recommendation will be sent to
Council around July, 2007.
Continuing to negotiate change order with Reload facility contractor for redesign to decrease
·
cost of facilities.
The County intends to update the Integrated Solid Waste Management Plan next year and
·
this commission will assume the role of the Solid Waste Advisory Committee and start the
review process.
The Mayor has given initial support to a Zero Waste goal of no landfilling in the future and
·
the umbrella A nice place to live sustainability plan concept. Bell will produce a power
point presentation for Council to include background, accomplishments and where we go
from here.
The Waste Reduction Technology RFP consultants will be in Hilo next week for the RFP
·
pre-proposal conference and meetings with council members.

UNFINISHED BUSINESS
ELECTION OF 2007 OFFICERS
The Nominating Committee recommended Carolyn Witcher as Chair and Arnold Okamura as
Vice Chair.
Mayhew made a motion toaccept the Nominating Committees
recommendation. Sumner seconded the motion and it passed unanimously.
7.
NEW BUSINESS
PRESENTATION: HISTORY OF HAWAI`I COUNTYS OLDEST SEWER SYSTEM:
Deferred to a later meeting due to Peter Bouchers absence.
DISCUSSION: HAWAI`I COUNTY CODE CHAPTER 2 REVISION AND
ADMINISTRATIVE RULES: Deferred to a later meeting due to Bouchers absence.
DISCUSSION: EMC 2006-03 RESOLUTION REQUIRING MANDATORY GLASS
RECYCLING FROM RESTAURANTS AND BARS
After discussion, it was decided to amend the proposed resolution as follows:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCILOF THECOUNTY OF
·
HAWAI`IthattheHawai`iCountyCouncilwillentertainanamendmenttotheHawai`i
County Code that would make it mandatory for all bars and restaurants to recycle the glass
generatedattheirestablishments.
BE IT FURTHER RESOLVED that this mandate be timed to allow restaurants and bars
·
sufficient time to make necessary accommodations for implementation of recycling, but not
morethan12months.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution
·
to the Legislative Reference Bureau for drafting of a proposed amendment to the Hawai`i
CountyCode.
Bell and Leithead-Todd will prepare a Draft 2 with these changes.
·
Cooper moved to approve Draft 2 of the resolution. Mayhew seconded and it passed
·
unanimously.
DISCUSSION: EMC 2006-04 RESOLUTION REQUIRING MANDATORY RECYCLING AT
ALL COUNTY FACILITIES:
The following changes were suggested:
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
·
HAWAI`I that a mandatory recycling program for recyclable materials generated by County
agencies and their employees, and discarded at places of work, be established.
BE IF FURTHER RESOLVED that this mandate should be timed to allow County offices
·
and agencies sufficient time to make accommodations for implementation of recycling, but
not more than 12 months.
BE IT FINALLY RESOLVED that the County Clerk shall forward a copy of this resolution
·
to the Mayor and all Department Heads.
Sanborn made a motion to adopt this resolution with the corrections. Witcher seconded
·
the motion and it passed unanimously.
