Commission Chair Steve Pavao called the meeting to order at 9:22 a.m. and welcomed Frank DeMarco, the new Department Director. APPROVAL OF MINUTES OF MAY 26, 2010 MEETING MINUTES 2. : Commissioner Scott Enright moved to approve the May 26, 2010 minutes as written. Commissioner Steve Okoji seconded the motion. Motion passed unanimously. APPROVAL OF ADDENDUM AND/OR SUPPLEMENTAL AGENDA: 3. None STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA: 4. None CORRESPONDENCE/REPORTS/DISCUSSION: 5. Abandoned Vehicle (AV) Program Report (attached to original minutes) The Mayor’s Office requested assistance in removing abandoned vehicles from a county property on the Hmkua Coast. The vehicles have been removed. Junk Yard Dogs, a private hauler, is removing derelict vehicles from private property at no charge to the residents. Solid Waste Division Report (attached to original minutes) The University of Hawai‘i and Apple Computers are sponsoring an e-waste recycling th program event on Saturday, October 30, from 9 a.m. to 3 p.m. at 6 locations on the Big Island. More details are available at http://www.hawaii.edu/ewaste/. he Phoa Construction on tTransfer Station began July 12, 2010. st On August 1, transfer station operating hours changed to 6 a.m. to 6 p.m. A contract was awarded for security guards to cover the extended hours not worked by County employees. The Department is working with the Prosecuting Attorney’s Office relating to prosecution of illegal dumpers and litterers. There are 6 to 8+ years left on the life of the Hilo Landfill as a result of the construction of the sliver fill. The West Hawai`i Green Waste Facility Request for Proposals (RFP) has not been reissued. The updated Integrated Resource and Solid Waste Management Plan has been submitted to the State Department of Health for approval. The State will now require updates every 10 years instead of every 5 years. Wastewater Division Report (attached to original minutes) The Division continues developing and implementing the Asset Management Program. The goal of asset management is to help with policy and financial management decisions within the division. HONOKA`A LARGE CAPACITY CESSPOOL (LCC) PROJECT: All 7 LCC’s were closed as of August2010 and the EPA deadline was met. QUEEN LILI`UOKALANI VILLAGE LCC PROJECT: All 38 LCC’s were closed as of July 2010. The EPA closure deadline was exceeded by 2 months, in large part due to finding and closing an additional 20 LCC’s from the original number of 18 that had been provided. KOMOHANA HEIGHTS LCC REPLACEMENT PROJECT was completed December 17, 2009. N‘LEHU/ PHALA LARGE CAPACITY CESSPOOL REPLACEMENT PROJECT is the next LCC project for the Division. Wastewater staff is taking a 5% pay decrease in lieu of furlough days. The Civil Engineer position has been filled. Upon completion of the Sewer Rate Study, it will be reviewed to determine if a rate increase will be requested. KALANIANA`OLE AVENUE SEWER REHABILITATION is a priority on the division’s Capital Improvement Project (CIP) list. The Division Chief spoke of training staff to do rehabilitation of wastewater systems instead of contracting out this work. PHOTOVOLTAIC SYSTEM AT THE KEALAKEHE WASTEAWTER TREATMENT PLANT: The feasibility study prepared in accordance with Resolution 758-08 is under review by the division. Director’s Report (attached to original minutes) INTRODUCTION: The Director provided the commission with his personal information and qualifications. “UNDER-ONE-ROOF”: Currently Wastewater and Solid Waste Divisions are located miles away from the Admin and Business Services Section. By bringing all department management functions together in one location, communication and sense of connection as a department will optimize administrative efficiency and support of operations, collections and other functions. COMMUNITY EDUCATION: -Develop a game plan to educate the community regarding solid waste diversion. The community must be educated before mandating bans and implementing fees. -Get the commission more involved. -Due to the current economic situation, it is not the time for bans, fees, and fines. Commission Member District Update Reports DISTRICT 1: Commissioner Enright met with Councilmember Yagong and discussed department rates and fees. DISCUSSION AND COMPILATION OF RESPONSES TO COST OF GOVERNMENT COMMISSION QUESTIONS DUE OCTOBER 1, 2010 -The commission members reviewed the draft response letter. -The letter was amended to add “Education of District Constituents” under the Department/Commission section. -Commission member Enright made a motion to accept the draft letter as amended. Commission member Mayhew seconded and the motion passed unanimously FUTURE AGENDA ITEMS 8.
