1.Commission Chair Ono called the meeting to order at 9:10 a.m.
CALL TO ORDER:
He welcomed Bill Sanborn, new Commission member for District 9 and Council
member Bob Jacobson.

APPROVAL OF MINUTES OF MARCH 23, 2005 MEETING:
Dora Beck clarified that the Contract was executed for the implementation phase study
for Komohana Heights only second bullet under QUEEN LILIUOKALANI AND
KOMOHANA HEIGHTS LARGE CAPACITY CESSPOOL PROJECTS on Page 2.
Arnold Okamura made a motion to approve the March 23, 2005 minutes with the
revision. Sam Kawamura seconded the motion. Motion passed unanimously.

SolidWasteDivisionChiefsReport
SOLID WASTE DIVISION STAFFING:
AnticipatingthattherequestforRecyclingSpecialistIpositionwillbeapprovedandadded

toFY05-06Operatingbudget.
Appears that the 10 equipment operator and transfer station positions for West Hawaii
·
will also be approved.
GREENWASTE:
Organics Diversion Contract has been awarded to EKO Compost. Beginning July 1, 2005,
·
EKO will take over operation of the two greenwaste sites. Boulders will be placed to
establish property line and ongoing monitoring will continue.
Kealakehe greenwaste site:
·
(1) there is a backlog due to the large greenwaste in-flow
(2) greenwaste area is limited in size
(3)there is more greenwaste coming in than mulch going out.
Hilo: Mulch is being used to augment daily landfill cover.
·
Pahoa: There are plans to have a greenwaste site at the Transfer Station in early 2006.
·
Waimea: The area behind the Transfer Station is being temporarily used by the Countys
·
Kohala Highway Maintenance crew to stock pile gravel, greenwaste and other materials.
HILO LANDFILL CLOSURE: Estimate unchanged at this time -- March, 2006.
STUDENT HELPER RECOGNITION:
Tyson and Eileen O`Hora-Weir introduced Brittany Smart and Chris Chin-Chance and
·
acknowledged their contributions to the Solid Waste Division. Ms. Smart and Mr. Chin-
Chance have proven to be invaluable to the Solid Waste Division and were instrumental in
assisting the County in the acquisition of grant funds and initiation and maintenance of
many important County projects. Both will be leaving their positions shortly.

Wastewater Division Chiefs Report
HILO WTP NPDES PERMIT RENEWAL
Zone of Mixing Dye Test is being conducted today.

Technical Services Section Report
Bell briefed the Commission on this new section which will be responsible for engineering/
technical functions of Department CIP and long term planning projects. Divisions will
continue to handle operation functions.
Henry will request an updated organizational chart
from Department Personnel Office and will distribute to commissioners.
KING KAMEHAMEHA SPS RENOVATIONS:
The repair of a leaky wet well wall and corroded influent pipe will delay project
·
completionby two weeks.
Project name has been changed from King Kamehameha to Lanihau.
·
CLARIFICATION OF KOMOHANA AND KOMOHANA HEIGHTS LOCATIONS:
Komohana subdivision is located in Kona. Komohana Heights subdivision is located in
·
Hilo and is a large capacity cesspool replacement project.
KILOHANA SEWER IMPROVEMENT DISTRICT:
Improvement District is being considered to address the large capacity cesspool issue.

Council member Jacobson urged the commissioners to re-familiarize themselves with the

subject and offer comments in their own words and from their own points of view.
Tyson and Bell discussed the Countys reasons for constructing the entire Sort Station
·
complex as prescribed in the Countys Update to the Integrated Solid Waste Management
Plan.
Henry will email the commissioners a County Council contact list per their request.
·
EPA BROWNFIELDS GRANT:
Received $200,000 grant for inventory of hazardous waste sites, focusing on potential
·
contamination of transfer stations and other community locations.
COMPUCYCLE EVENT:
Was held May 21, 2005, 10 a.m. to 2 p.m. at Aupuni Center, 101 Pauahi Street, Hilo, HI.
·
Next event will be scheduled during the winter months in West Hawaii.
·

UNFINISHED BUSINESS:
STATUS REPORT: REQUEST FOR PROPOSAL NO. 2146 - WASTE REDUCTION
TECHNOLOGY:
Procurement was formally cancelled after not receiving compliant responses from
·
proposers.
New RFP will be released.
·
Lowest cost transitional option has been identified as:
·
Build a Sort Station,
·
Do aggressive recycling,
·
Truck the remainder to the West Hawaii Landfill.
·
STATUS REPORT: HAWAII DEPOSIT BEVERAGE CONTAINER PROGRAM (BOTTLE
BILL): (Update attached to original minutes)
72 million containers have been redeemed statewide from January 1 through April 30,
·
2005 (11 million, or a recovery rate of between 35 and 40%, on the Big Island).
State goal is to reach recovery rate of 70% or higher.
·
Applications are due this week to operate existing 8 county locations plus up to 4
·
additional sites are due this week.
Status of Recycling Companies receiving cease operation notification from DHHL:
·
Community Recycling on Railroad Avenue has closed.
·
Business Services Hawaiis operation on Auwai Street will be moving to Shipman
·
Industrial and is working with DHHL to address noise complaints at Auwai Street until
the transition is complete.
Sanborn offered suggestions regarding public awareness (showing, for example a
·
thermometer, to track redemption participation and more news articles).

UPDATE: EMC2005-01 RESOLUTION SUPPORTING WAIKOLOA CURBSIDE
RECYCLING:
Resolution 55-05 was approved April 6, 2005.
·
Consultant will be contracted to do study.
·
Reviewing newly discovered Waikoloa Solid Waste Management Plan to identify
·
developers responsibility.

NEW BUSINESS
EMC2005-02 ORDINANCE TO CHANGE SUBDIVISION SEWER CONNECTION
DISTANCE (CURRENTLY 300 LINEAL FEET):
Upon the recommendation from Director Bell,
Witcher made a motion to file this item.
Kawamura seconded the motion and it passed unanimously.
EMC2005-05 ORDINANCE TO WAIVE COUNTY FUEL TAX FOR FUELS
CONTAINING 20% BIODIESEL OR MORE (attached to original minutes):
There was a discussion regarding adding other alternative fuels and the concensus was to focus
on biodiesel only at this time.
Witcher made a motion to approve this ordinance as
submitted. Erway seconded the motion and it passed unanimously.
NONPOINT EDUCATION FOR MUNICIPAL OFFICIALS (NEMO) PRESENTATION BY
JEFF ZIMPFER: Deferred to July 27, 2005 meeting.

Bell requested special commission meetings be scheduled to review and update the Hi-

Tech portion of the Update to the ISWMP.
