APPROVAL OF MINUTES OF SEPTEMBER 22, 2004 MEETING: 2. Riley Smith made a motion to approve the September 22, 2004 minutes. Marjorie Erway seconded the motion. Motion passed unanimously. APPROVAL OF ADDENDUM AND/OR SUPPLEMENTAL AGENDA 3.: None. STATEMENTS FROM THE PUBLIC ON ITEMS LISTED ON AGENDA 4.: Rene Siracusa and Louise Winn spoke in support of Resolution EMC2004-08 and urged commissioners to recommend and support this abandoned vehicle amnesty program as a Pilot Project. CORRESPONDENCE/REPORTS/DISCUSSION: 5. The department director and division chiefs will provide bullet reports, excluding routine matters, and highlighting actions that occurred since the last meeting. Director’s Report (attached to original minutes) HAWAI`I DEPOSIT BEVERAGE CONTAINER PROGRAM (BOTTLE BILL) UPDATE (6. UNFINISHED BUSINESS item taken out of order). (Facts Sheet attached to original minutes.) An update was given that included information on redemption centers, implementation dates. Dates for the Beverage Container Deposit Program Demo Project: - November 29 – December 3, 2004: Keaau Recycling & Reuse Center - December 5, 2004: Hilo Transfer Station - December 6 - 11, 2004: Kealakehe Transfer Station Solid Waste Division Chief’s Report (attached to original minutes) HILO LANDFILL: After the airspace survey is updated, there will be a new projected closure date. Current estimated closure date remains 2006. Documents regarding the vertical expansion of the landfill have been submitted to the FAA as it relates to the Hilo airport. Smith offered letters of support from community associations and organizations to accompany the County’s request for vertical expansion to State Department of Health. Environmental Assessment will be performed for the expansion request and any waste reduction technology facility. GREENWASTE: Contracts have been drafted relative to operating greenwaste collection sites and bulky white goods collection sites at various transfer stations island-wide. OCEANVIEW TRANSFER STATION (SOUTH KONA/KA`U TRANSFER STATION/RECYCLING CENTER): One property has been identified that meets most of the requirements. A meeting was held with residents on November 7, 2004 with positive results. ORGANICS DIVERSION PROPOSAL: A best-and-final offer has been accepted and it is with Purchasing Division to be finalized and July, 2005 is targeted to start operations. SCRAP METAL PROGRAM: The scrap metal site will be surveyed to address the encroachment issues. Wastewater Division Chief’s Report (attached to original minutes) CAPITAL IMPROVEMENTS: County has agreed to take over and maintain residential area sewer systems in Na`alehu, Pahala and Honoka`a. Preliminary engineering studies are being done by a consultant. PERSONNEL: Dora Beck, has been temporarily assigned the position of Deputy Division Chief. KAHALU`U PUMP STATION: The privately owned pump station is being renovated. ALI`I DRIVE SHORT LATERALS: Phase I, II and III terminates at Pahoehoe pump station. 22 properties will be connected when the laterals are extended to the property lines. The County will lower the shallow laterals, where necessary, at no additional expense to the residents. -2- KING KAMEHAMEHA SPS RENOVATIONS: Minor vehicular and pedestrian traffic disruptions are expected when the on-site construction begins within the next couple of weeks. This type of renovation takes approximately 9 months. A pre-construction meeting is scheduled for next Tuesday, November 23, 2004. QUEEN LILIUOKALANI LCC REPLACEMENT: There will be no cost to the individual property owners to connect to the sewer. UNFINISHED BUSINESS: 6. EMC2004-05 HAWAI`I COUNTY CODE ARTICLE 40, DEPARTMENT OF ENVIRONMENTAL MANAGEMENT RULES AND APPEALS PROCESS RELATED TO COUNTY ORDINANCE 04-57: (attached to original minutes) After a clarification that this ordinance ensures all types of appeals are to be heard by the Frankel moved to approve this ordinance as Environmental Management Commission, submitted. WASTE REDUCTION TECHNOLOGY REQUEST FOR PROPOSAL UPDATE: Ono excluded himself from the discussion and/or any future vote, noting he was an employee of a company that would be participating in a proposal offer. October 29, 2004: Notice to Offers, Request for Proposal, was published. December 7, 2004: Hilo site tour and pre-proposal conference. January 21, 2005: proposals due by 4:30 p.m. Environmental Impact Study will be done by the County prior to finalizing a construction contract. NEW BUSINESS 7.: 2005 MEETING SCHEDULE: (attached to original minutes) rd Proposed schedule was approved as presented with the selection of the 23 for the November, 2005 meeting. SCHEDULING OF COUNTY SITE VISITS BY THE COMMISSION: th Following the January 19 meeting in Waimea, there will be a site visit to the Pu`uanahulu landfill. EMC2004-06 ORDINANCE PROPOSING WAIVING OF TIP FEES IN SPECIAL CIRCUMSTANCES: (attached to original minutes) Frankel requested that Section 20-46(e) be amended by adding the following sentence: “The Mayor will give notice to the council when tip fee is waived.” -3- Frankel made a motion the commission recommend the Council approve this bill with the suggested amendment. Witcher seconded the motion and it passed unanimously. EMC2004-07 ORDINANCE PROPOSING GREENWASTE TIP FEE FOR COMMERCIAL HAULERS: (attached to original minutes) The Commission requested Leithead-Todd to revise the ordinance as follows: Insert “organics disposal” between “The” and “fee” in (2) Greenwaste and - Organics Diversion (B), Delete “and (b)” from (2) Greenwaste and Organics Diversion (B), - Add (C) clarifying that the greenwaste must be “separated”. - Frankel made a motion to recommend to Council that they approve this bill with suggested amendments. Smith seconded the motion and it passed unanimously. EMC2004-08 RESOLUTION AUTHORIZING THE DEPARTMENT TO CONDUCT AN AMNESTY PROGRAM REGARDING DERELICT VEHICLE RECYCLING AND DISPOSAL FROM PRIVATE PROPERTY: (attached to original minutes) Okamura moved for adoption as submitted. Sumner seconded the motion and it passed unanimously. NEW COMMISSION MEMBERS: Commissioners were urged to encourage interested parties in Districts 6 and 9 to apply.
