Re: Hawai‘i Redistricting Online Demonstration/Training
The Commission has requested hands-on training on the Hawaii Redistricting Online
application created by Esri and made available to the Commission by the Hawaii Office
of Elections and the Hawaii State Reapportionment Commission.
Since the official Hawaii Redistricting Online application won’t be available until several
weeks after the State Commission establishes their Hawaii population base, I will be
using the Esri Redistricting Online application which uses the Federal PL 94-171
population base. While there may be small differences between the two population
bases for Hawaii County, I suspect that the PL 94-171 population base will be more
than satisfactory for the training.
I will provide an overview of the application followed by specific hands-on practice with
opening a plan, making edits to a plan, and finally saving and reviewing a plan. I will
provide several examples and will allow ample time for the commissioners to try it
themselves.
