Chair Kitchens welcomed those in attendance and described the meeting procedure.

NEW BUSINESS
1.Design review of a proposed renovation of an existing restaurant/office building for John
W. Hoffee. Applicant: Armando Altamirano. TMK: 7-5-009: 034. Located at 75-5864
Walua Road, Kailua-Kona, Hawai‘i at the intersection of Walua Road and Ali‘i Drive
(former Tom Bombadil’s restaurant location).
Mr. Childs oriented the Commissioners regarding the subject and surrounding properties
on the location map, and described the proposed project. He noted that he had advised
the applicant that the proposed low enclosing walls, in lieu of existing railings, on the
second floor were not allowable projections within the building setbacks, and that the
applicant said he would prepare and submit a revised plan replacing them with open
railings. He discussed the areas of entitlement, history, parking, landscaping and building
appearance, and concluded that with the modification of the railings, the project met the
requirements of the Zoning Code and appeared to meet the guidelines set forth in the
Master Plan for Kailua-Kona.
The applicant, Armando Altamirano, and his representatives were present. They brought
in a sample piece of the proposed roof and a paint chip for the exterior wall to show the

true colors. James Busch, introducing himself as the commissioned architect, said that
they were excited about turning the existing eyesore into a contemporary Mexican cuisine
restaurant, and added that they had had to chase away a couple of trespassers sleeping on
the deck. He confirmed that they intended to revise the railing design for the second
floor deck in order to comply with the code, and also stated that the majority of
renovation work would be done inside the building with no changes to the building
footprint or structure itself, and that they wanted to create a colorful look and an open
feeling as shown on their simulated photograph, which they thought was consistent with
the village atmosphere. Commissioner Au Hoy asked whether or not there were other
shades of brown available for the roof. Mr. Busch answered in the negative, and said that
the proposed material was what they found best from the standpoint of cost, maintenance
and appearance since the existing shake roofing was too damaged to be kept in place.
Commissioner Au Hoy expressed her dissatisfaction with the proposed colors, saying that
they would be too bright for the Kailua Village, and that there were some nonconforming
buildings in the village, granted, but they were most likely grandfathered and the
Commission’s objective was to protect and promote the ambiance that was unique to
Kailua-Kona. Commissioner Hetherington agreed that the wall color would stand out in
the neighborhood, although the roof color was acceptable to him. Commissioner
Stanbro, saying that she shared the view of Commissioners Au Hoy and Hetherington,
announced at this time that she had to leave the meeting due to her prior commitment.
Chair Kitchens stated that with Commissioner Stanbro’s exit, the meeting had to be
adjourned due to a lack of quorum; therefore this item along with the other business on
the agenda would be continued to a future meeting.
ADJOURNMENT
The Chair declared the meeting adjourned at 6:00 p.m.
