CALL TO ORDER
Chair Mende called the meeting to order at 10:15 a.m.

APPROVAL OF AGENDA
Vice Chair Victorine moved to approve the agenda. Commissioner Ono seconded, and
it carried unanimously.
STATEMENTS FROM THE PUBLIC ON AGENDA ITEMS — None.
UNFINISHED BUSINESS
Review and Discussion of the Need for Current and New Committees
Commissioner Ono stated that at every meeting, there are no reports from the standing
committees. They all have a five -year term. He would like to look into a multi -year plan
in terms of programs, services, capital, etc. The Commission could help out with the
County Council and getting a community prospective. He is looking at multi -year
planning, not just day -to -day. The Chief needs to involves the commission in dealing
with the public. The Chief or a representative from the Police Department should be at
all Police Commission meetings.
Vice Chair Victorine stated that it is important that the Chief show confidence in the
commission. He wasn't sure about forming new committees.
Commissioner Sumja stated that they could learn a lot from the commander's meetings,
and suggested that they all attend the meetings.

Commissioner Ono stated that he would like to form ad hoc committees but they need
to decide what subjects. He suggested a planning /support committee for the
commission which would develop plans for services, capital, and programs on a multi-
year basis. They could seek input from the Police Department and the public through a
series of public information meetings. The subjects and plans could be solidified after
getting input. They could also have target dates for completion. He would like to hear
from each commissioner about what they would like to see different in 2 -3 years and
what improvements could be made.
Chair Mende stated that committee reports will not be a regular agenda item unless
there is something to report, and Ms. Pelayo should be notified.
ANNOUNCEMENTS
Chair Mende announced that the Police Commission's next monthly meeting will be on
Wednesday, July 13, 2011, at 9:00 a.m., at the West Hawaii Civic Center, Building G
Conference Room, 74 -5044 Ane Keohokalole Highway, Kailua -Kona.
ADJOURNMENT
The meeting was adjourned at 11:25 a.m.
