WATER BOARD OF THE COUNTY OF HAWAII
NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Water Board of the County of Hawaii will hold a
public hearing in the Department of Water Supply, Hilo Operations Center Conference Room,
889 Leilani Street, Hilo, Hawaii, on June 27, 2006, at 9:30 a.m. for the following purpose:
Pursuant to Sections 8-2(c) and 10-4 of the Hawaii County Charter, considering and adopting
the proposed Operating Budget and Capital Improvements Budget for the Fiscal Year July 1,
2006, to June 30,2007. The summary of the proposed Operating Budget is as follows:
Receipts:
Sale of Water $37,922,000
Interest Income 1,534,000
Service Installation Fees 1,250,000
Rent Income 275,000
TOTAL RECEIPTS $40,981,000
Expenditures:
Materials, Supplies, and Services $21,534,700
Personnel Services 11,352,000
Depreciation and Amortization 4,506,000
Debt Service 1,797,000
Transfer to C.I.P. Reserve 1,228,100
Equipment 563,200
TOTAL EXPENDITURES $40,981,000
The summary of the proposed Capital Improvements Budget is as follows:
Program Title:
New Reservoirs & Transmission Waterlines $17,500,000
Waterline Replacements 5,600,000
Buildings and Other Projects 5,550,000
Reservoir Replacements 4,500,000
Source Development 3,300,000
Distribution & Transmission Upgrades 2,160,000
Facilities Replacements 1,500,000
TOTAL C.I.P. BUDGET $40,110,000
All those desiring to express their views, arguments, or submit data on the above matter may do
so by submitting statements in writing to the Chairman of the Water Board of the County on or before
the date of the public hearing; but anyone interested may appear in person to submit their data, views,
or arguments orally before the Water Board at the hearing. Submissions made to the Chairman prior to
the date of the hearing shall be mailed or delivered to the Chairman in care of the Department of Water
Supply, 345 Kekuana6`a Street, Hilo, Hawaii 96720.
The meeting place is accessible to persons with disabilities. If you require use of an auxiliary
aid or other access accommodation, please contact Doreen Shirota at 961-8050 as soon as possible or
at least 5 days prior to the meeting.

Notice to Lobbyists: If you are a lobbyist, you must register with the Hawaii County Clerk
within five days of becoming a lobbyist. {Article 15, Section 2-91.3(b), Hawaii County Code}. A
lobbyist means "any individual engaged for pay or other consideration who spends more than five
hours in any month or $275 in any six-month period for the purpose of attempting to influence
legislative or administrative action by communicating or urging others to communicate with public
officials." {Article 15, Section 2-91.3(a)(6), Hawaii County Code}. Registration forms and
expenditure report documents are available at the Office of the County Clerk-Council, 25 Aupuni
Street, Hilo, Hawaii 96720.
