HomeMy WebLinkAbout2011-07-21 Leeward Planning Commission Minutes LEEWARD PLANNING COMMISSION COUNTY OF HAWAI‘I MINUTES JULY 21, 2011 The Leeward Planning Commission met in regular session at 9:35 a.m. in the West Hawai‘i Civic Center, Community Center, Building G, 74-5044 Ane Keohokalole Highway, Kailua-Kona, Hawai‘i, with Brandi Beaudet, Chair Pro Tem, presiding. COMMISSIONERS PRESENT: Brandi Beaudet, Thomas Hickcox, Wayne Iokepa, Richard Nelson and Thomas Whittemore ABSENT AND EXCUSED: Lani Bowman and Geraldine Giffin STAFF PRESENT: Julie Mecklenburg (Deputy Corporation Counsel, from 9:55 a.m.), Margaret Masunaga (Deputy Planning Director), Daryn Arai (Planning Program Manager, until 10:30 a.m.), Jeff Darrow (Staff Planner) and Deanne Bugado (Staff Planner) Mr. Arai advised the Commission that a presiding officer be elected since neither the Chair nor the Vice-Chair was present. It was moved by Commissioner Iokepa and seconded by Commissioner Nelson that Commissioner Beaudet be designated Chairman Pro Tem for the meeting. The motion was unanimously carried by a voice vote of all Commissioners present. The Chair Pro Tem introduced the Commissioners and staff to members of the public, and described the procedure for public testimony. NEW BUSINESS APPLICANT: JEVON SANBORN (SPP11-116) Application for a Special Permit to allow the establishment of an automotive repair shop within an existing garage, storage area and accessory uses on 3,688 square feet of land situated on a larger 3-acre parcel within the State Land Use Agricultural District. The property is located at 64-5001 Mana Place, approximately 400 feet north from the intersection of Mana Road and Mana Place within Pu‘ukapu, Waimea, South Kohala, Hawai‘i, TMK: 6-4-005: Portion of 008. The Commission took this item up at 9:38 a.m. with approximately 16 people from the public in attendance. Mr. Arai stated that the applicant had withdrawn his application. APPLICANT: INNOVATIONS PUBLIC CHARTER SCHOOL (AMENDMENT TO SPECIAL PERMIT NO. 1262) Amendment request for a 4-year time extension to Condition No. 3 of Special Permit No. 1262, which allowed the establishment of a public charter school and related facilities on 5 acres of land situated within the State Land Use Agricultural District. Condition No. 3 requires that a paved parking lot be provided for the school. The applicant is requesting an additional four (4) years to pave the existing gravel parking lot. The property is located along the east (mauka) side of Queen Ka‘ahumanu Highway, approximately 1,500 feet north of the Queen Ka‘ahumanu Highway– rd Hualālai Road intersection, Pua‘a 3, North Kona, Hawai‘i, TMK: 7-5-10: portion of 1. 1 The Commission took this item up at 9:40 a.m. with approximately 15 people from the public in attendance. (SEE EXHIBIT A) THE CORPORATION OF THE PRESIDING BISHOP OF THE CHURCH OF JESUS CHRIST OF LATTER-DAY SAINTS(SPP 11-118/USE 11-25) Applications for a Special Permit and a Use Permit to allow the construction and establishment of a church meeting house and related improvements on 5.273 acres of land situated within the State Land Use Agricultural District and the County’s Single Family Residential (RS-15) zoned district. The property is located at 81-6493 Hawai‘i Belt Road, which is at the northwest corner of the intersection of Hawai‘i Belt Road (Māmalahoa Highway) and Onouli Road at Onouli1st, South Kona, Hawaii, TMK: 8-1-004:005. The Commission took this item up at 9:55 a.m. with approximately 13 people from the public in attendance. (SEE EXHIBIT B) MINUTES – The Commission took up approval of the following minutes at this time, 10:42 a.m.: April 21, 2011, Executive Session – It was moved by Commissioner Nelson and seconded by Commissioner Iokepa that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. May 19, 2011 – It was moved by Commissioner Nelson and seconded by Commissioner Iokepa that the minutes be approved as circulated. Motion was unanimously carried by a voice vote of all Commissioners in attendance. ADMINISTRATIVE MATTERS – None. ANNOUNCEMENTS – None.
