CALL TO ORDER
The meeting was called to order by Chairman William Takaba, Director of Finance, at
2:10 p.m.
ATTENDANCE
The following committee members and staff were in attendance:
William Takaba, Director of Finance
Lincoln Ashida, Corporation Counsel
Charles Chai,Assistant Chief,Police Department
Patricia Engelhard,Director of Parks and Recreation
Ronald Takahashi, Deputy Director of Public Works
Guillerma Sumera,Finance Department
The following department representative was also in attendance:
Lieutenant Manuel Bega, Police Department
MINUTES OF APRIL 27,2003 MEETING
Pat Engelhard moved and Charles Chai seconded that the minutes of April 27, 2003 be
approved as circulated. Motion carried.
STATEMENTS FROM THE PUBLIC
There was no one from the public in attendance.
NEW BUSINESS: Standardization of Special Response Team Ammunition for the
Police Department

Lt. Manuel Bega stated that the Special Response Team of the Police Department's
request was to allow the purchase of a specific brand for the purpose of a sole brand
designation and that the ammunition was tested by the FBI and found to be superior and
outperforms other ammunition tested and is believed to be top of the line ammunition.
The Police Department's Uniform and Equipment committee which includes
representatives from police union SHOPO reviewed and approved the ammunition being
requested for use for the Special Response Team.
After discussion by committee members,Patricia Engelhard moved and Lincoln Ashida
seconded to approve the Police Department's request with the condition that they present
written justification or the FBI report showing the Federal Tactical ammunition being
requested outperforms and is superior to other ammunition tested . Motion carried.
There being no further business,the meeting was adjourned at 2:40 p.m.
