Hawaii County Extractions
Aloha Karen,
We have completed the extractions for Hawaii County. The Hawaii County Redistricting
Commission has three adjusted bases to choose from. Extraction A is the most certain,
Extractions B and C are less certain as described below.
Extraction A:
Students with full address located to specific blocks.
793 students identified as non-permanent residents.
We were able to identify specific census blocks for 793 students identified by UH/HCC
as non-permanent residents by geocoding their full address also provided by UH/HCC.
We extracted these students from the PL 94-171 counts provided by the U.S. Census
Bureau to create an adjusted population base for Hawaii County.

Extraction B:
All of Extraction A, plus military residing on-base located by census block.
793 non-permanent resident students located by census block, 3 military living on-base
located by census block.
We were able to identify a specific census block for three military living on-base located
by census block. While we know their specific location, we do not know their actual
status as far permanent or non-permanent. If the Commission decides to use Extraction
B, the assumption would be that all three are non-permanent residents.

Extraction C:
All of Extraction B, plus non-permanent resident students located by ZIP code.
793 non-permanent resident students located by census block, 3 military living on-base
located by census block, 125 non-permanent resident students located by ZIP code.
We we're unable to specifically locate 125 students identified by UH/HCC as non-
permanent residents with a full address, but could identify their ZIP code. Counts within
each ZIP code were disaggregated into individual blocks weighted according to the total
population of each block. We do not know if the blocks the students were extracted from
are the actual blocks where they live. If the Commission decides to use Extraction C, the
assumption is that this uncertainty is acceptable.

Once the Commission notifies me which Extraction they wish to use, I will create a new
template for Hawaii County Council using their adopted base. The earliest this can be
placed into the Hawaii Redistricting Online application is September 8th.
