APPROVAL OF MINUTES August 24, 2011 COMMUNICATIONS COMM. 36: UPDATE ON POPULATION EXTRACTIONS AND ESRI SOFTWARE From Commission Chair René Siracusa, dated September 1, 2011, requesting an update on the status of the population extractions for the County of HawaiÒi. COMM. 36.1 From Royce Jones, HawaiÒi-Pacific Islands Region Manager of Esri, dated September 1, 2011, regarding completed population extractions County of HawaiÒi, the status of updating the Esri Software, and selection of extraction model to be used for final population numbers. COMM. 37: DEADLINE FOR SUBMISSION OF DRAFT PLAN From Commission Chair René Siracusa, dated September 1, 2011, requesting discussion on the deadline for submission of a Draft Redistricting Plan. COMM. 39: PROCEDURE FOR PUBLIC HEARINGS From Commission Chair René Siracusa, dated September 1, 2011, requesting discussion on the procedure for conducting public hearings of the County of HawaiÒi Redistricting Commission. ORDER OF THE DAY COMM. 40: REVIEW AND DISCUSSION OF REDISTRICTING PLANS/MAPS From Commission Chair René Siracusa, dated September 1, 2011, requesting the CommissionÓs review of Redistricting Plans/Maps that have been submitted, and continue the formal process for elimination of Plans. This discussion will include Plans previously received, as well as Plan_18 and Plan_19, which were received by the posting date of this agenda, September 1, 2011. Notice is hereby given that pursuant to HawaiÒi Revised Statutes £92-3.5, the HawaiÒi County Redistricting Commission will be conducting its September 9, 2011 meeting via videoconference. Commission Members will be present at the following locations: County Council Room, HawaiÒi County Building, 25 Aupuni Street, Kona Council Office, West HawaiÒi Civic Center, 74-5044 Ane Keohlole Highway, Building A. Public Attendance via Videoconference is available at the above locations and at the Waimea Council Office, Holomua Center, 64-1067 Mmalahoa Highway, Suite 5, until 4:30 p.m. or later in the event that public witness testimony has not been completed. If for technical or other unanticipated circumstances the audio stream between Hilo and Kona is lost for more than a short period of time, the meeting will be terminated. Those submitting written testimony at the meeting should bring copies for distribution. Go to the County Redistricting website: http://co.hawaii.hi.us/council/reapp/index.htm 2. Click on ÐMapsÑ Folder 3. Click on ÐOnline PlansÑ Folder 4. Choose ÐPlanÑ 5. Save Plan (file) to desktop 6. Login to https://redistricting.hawaii.gov/ (Note: first-time users must create a user name and password) 7. Choose Template Plan (HawaiÒi Council) Hit OK 8. Click on ÐFileÑ (top left) 9. Click on ÐOpen LocalÑ Folder 10. Select Plan (file) from your desktop 11. Open Plan (file) How to create a map: (note: Mac users - requires Safari to access software) 1. Read ESRI tutorial materials to get familiar with the software. 2. Using the ESRI software, create an account for yourself. 3. After logging in, click the "Create" tab to begin work on your plan. Save often. 4. Once your plan is completed (and verified using the ESRI online tools in conjunction with the published committee guidelines), save a local copy to your computer. To save a local copy: Click the "File" tab (next to the "Create" tab) Locate and click the button labeled "Save Local." Make sure the navigator window is opened to your local Desktop. Give your plan a name, then click "Save." To submit your Plan to Redistricting Commission to review: Locate the file on your Desktop. (Close or minimize the ESRI software loaded in your browser). The file will have a plan extension (e.g. MyPlan.plan). Open your email program and create a new email message to HCRC2011@co.hawaii.hi.us. Using the email program's attachment feature, attach your .plan file to the email and send.
