Subject:Hawaii County Redistricting Commission Population Base
Aloha Karen,
This email confirms that I am ready to post a new Hawaii Council template on the
Hawaii Redistricting Online application as soon as the Commission decides
which extraction they will use. As soon as they have decided, please email me
and call me to let me know their decision. Tomorrow (Sep 9) I will be on Lanai
for the State Commission Public Hearing (flight over is at 11:25 am) and
assuming I can get a good internet connection, I’ll be able to post the new
template from there. If for some reason I cannot connect on Lanai, I’ll be back on
Oahu that evening (flight back is at 7:10 pm) where I will have a good internet
connection. So the new template will be up by Friday night at the latest. I will
email and call you as soon as it is ready.
Additionally, Commissioners, staff and the public, who have used Hawaii
Redistricting Online to create plans using the old PL 94-171 base, will be able to
use the steps described in the attached document to migrate their plans over to
the new population base.

Hawaii Redistricting Online Migrating A Plan To A Different Population Base
Up until now, plans created using the Hawaii Redistricting Onlin
U.S. Census PL 94-171 population base. Both the Hawaii Reapportionment Commission (State)
and the Hawaii County Redistricting Commission (County) may inde
different population base. If either does, then users of the ap
their existing (PL 94-171) plans to whichever new population base is adopted.
The following is a step-by-step description of how to migrate a plan to a different populat
base. In this example, I will show how to migrate Hawaii Council Plan
s only an example, as of this writing (Sep 8, 2011) the
County Commission has not made its decision on which population base to use.
1) Log in to Hawaii Redistricting Online
2) Open up the plan you want to migrate. In this example My Hawaii
Council Plan
The default choices are fine,
-Block then District
-Comma delimited
A status window will show that the plan is being exported.

Navigate to the folder where you want to save the text file
You should see the text file you just saved. If not, navigate
back to the folder where you saved the text file.
7) Click on the triangles to drill down to the appropriate source geography.
For this example, it is Extraction A (Hawaii_2010_A)
and it is Hawaii County.
Everything else should be set by default as shown
here.
The year should be 2010.
8) You will see a message that the application is analyzing the

10) When the import is finished, you will see your district boundaries
and a new set of district populations and deviations based on the new population base.
