Both the Hawaii Reapportionment Commission (State) <br />and the Hawaii County Redistricting Commission (County) may inde <br />different population base. If either does, then users of the ap <br />their existing (PL 94-171) plans to whichever new population base is adopted. <br />The following is a step-by-step description of how to migrate a plan to a different populat <br />base. In this example, I will show how to migrate Hawaii Council Plan <br />e Hawaii County Redistricting Commission has decided to <br />use this population base. <br />1) Log in to Hawaii Redistricting Online <br />2) Open up the plan you want to migrate.
