I need to inform you that <br />your expectation will not be met. <br />When I made the offer to staff of the Redistricting Commission of the <br />opportunity to share the software and the data to compute the redistricting <br />process I made it clear they were not required to use it. I was asked by staff and <br />commissioners about what if "the state does not do the extraction ?" My answer <br />has always been "you are free to do the extraction on your own." In fact Ersi <br />provided an estimate to the commission for 20 hours of support and no action <br />was taken on the matter. The state Reapportionment Commission is under an <br />exacting timeline also and they are as concerned about the extraction process as <br />your Redistricting Commission. <br />The extraction process is not just subtracting numbers on a spreadsheet. <br />It needs to be accomplished in a fashion which is fair and legally sustainable. <br />The process includes validation of the data and geo- coding (assigning) the data <br />to the correct census block (location). My consultant is in the process of <br />evaluating the data we received from the staff of USPACOM. The anticipated <br />date for completing the extraction process is approximately August 29, 2011. <br />have attached the table data of the number and postal zip codes of the non- <br />resident military population for Hawaii County. <br />COMM. 31.1 <br />
