On behalf of the EDH2O25 VisionKeepers, I am pleased to present the EnVision Downtown Hilo 2025 VisionKeepers Progress Report for the period, January 2009 — June 2010. If you are not familiar with EnVision Downtown Hilo 2025: A Community -Based Vision and Living Action Plan (EDH 2025) please visit our website at www.co.hawaii.hi.us /edh2025. You will find past Progress Reports as well as other information posted on our website. This report is divided into four sections: 1. EDH 2025 Highlights focuses on important events and milestones that have been achieved in the past 18 months. 2. VisionKeepers Report includes a list of past and present members and details how the VisionKeepers' activities have contributed to the fulfillment of their roles and responsibilities. 3. Community Involvement documents community participation in the EDH 2025 implementation process. 4. Status of the Action Plan includes updates on the implementation progress for each of the six Focus Areas and includes a list of committed Lead Solution Partners who implement actions in the EDH 2025 Plan. We wish to give special appreciation and thanks to our Lead Solution Partners. It is their dedication and determination that ensures the community's Vision is achieved. In our July 2007 December 2008 Progress Report, we looked forward with enthusiasm to initiating the EDH 2025: 5 -Year Action Plan Update. Periodic updates ensure that the EDH 2025 Plan stays alive (off the shelf!). In addition, one of the primary aims of community involvement is to attract new people and partners into the implementation process, and this has certainly been the case. Acknowledging the participation of new partners is another important reason for updating the EDH 2025 Plan. Now, we can proudly report that the 5 -Year Action Plan Update was completed on schedule! (See EDH 2025 Highlights for more information.) Looking ahead, and in recognition of the financial challenges currently faced by the County of Hawaii, the VisionKeepers decided to transition into a "VisionKeepers Network" that includes several past members of both the VisionKeepers and the Friends of Downtown Hilo Steering Committee. Instead of meeting monthly, we will meet as needed and communicate electronically. This is both a cost - saving measure and a practical response to the challenges associated with maintaining a volunteer committee over an extended period of time. The Planning Department will continue to partner with the VisionKeepers Network in its efforts to further the implementation of the EDH 2025 Plan, but the real impetus for the creation and implementation of the EDH 2025 Plan is with the community. In that sense, we are all VisionKeepers. EDH 2025 Highlights The Sustainable Design Assessment Team Program for Downtown Hilo In 2008, the American Institute of Architects (ALA) selected Downtown Hilo as a host community for their 2009 Sustainable Design Assessment Team (SDA`1) Program. The SD AT Program is an interdisciplinary community assistance program that focuses on principles of sustainability. It included a $15,000 award used to fund the cost of the program. In addition, the State Department of Health, through their Healthy Hawai'i Initiative program, partnered with the VisionKeepers and the Planning Department by contributing $5,000 towards Downtown Hilo's required costs as a host community. After a preliminary site visit, in May 2009 a team of six (6) AIA architects visited Hilo and met with numerous key stakeholders and Lead Solution Partners during a three -day workshop. The workshop included two public meetings which approximately 130 community members attended. The SD AT Program provided a unique opportunity for multiple partners to come together to assess Downtown Hilo and the EDH 2025 Plan from the perspective of social, economic, and environmental sustainability. The recommendations from the SDAT team offered guidance on ways to refine the EDH 2025 fiction Plan to better promote conscientious implementation. Their recommendations are now contained in a 54 -page report which is available on the AAA Web site, http: / /www.aia.org /about /initiatives /AIAS075426. • Members of the SDAT Team answer questions during a public meeting Envision Downtown Hilo 2025 Progress Report January 2009 -June 2010 Page 2 EnVision Downtown Hilo 2025: 5 -Year Action Plan Update In January 2010, the draft EDH 2025: 5 -Year fiction Plan Update was submitted to the Planning Director. This was an enormous accomplishment that came to fruition only because of the dedicated participation and assistance from many Lead Solution Partners and key stakeholders. The updates, which include an easier -to -read fiction Plan Matrix, new strategies, and new actions, ensure that the Plan remains alive and relevant to the changing needs and conditions of the community. • The Action Plan Review Workshop on October 9, 2009 Ideas for new strategies and actions were collected at each stage of the community involvement process since plan adoption in 2005. On October 9, 2009, a large Action Plan Review Workshop was held at the Downtown Hilo YWCA. During the Workshop, 60 Lead Solution Partners discussed revisions and additions to the EDH 2025 Plan. additional meetings were held subsequent •A Vision Concept illustration of the Hilo Farmer's Market area to the Workshop to further refine the updates. Another exciting addition to the EDH 2025 Plan is the "Vision Concept." The Vision Concept is a series of five (5) illustrations, hand -drawn by local artist Charles Snyder, that provide a visual rendering of how Downtown Hilo could look in 2025. It enhances the written EDH 2025 Plan by providing a visual representation of design- related features in public spaces throughout Downtown Hilo. In January 2010, the draft Vision Concept was presented at numerous venues around Downtown Hilo. At these events, comments and feedback were collected and used as the driving force in finalizing the Vision Concept. The end result is a set of illustrations that have been truly brought to life with brilliant watercolor. On May 7, 2010, the EDH 2025: 5 -Year fiction Plan Update received a favorable recommendation from the Windward • On June 26, 2010, 18 people attended a Vision Concept Planning Commission, and it now moves forward to the Hawaii presentation and community talk County Council Planning Committee. Envision Downtown Hilo 2025 Progress Report January 2009 -June 2010 Page 4 Roles and Responsibilities This section provides information on how the VisionKeepers met their Roles and Responsibilities from January 2009 —June 2010. 1. Promote the EDH 2025 Plan 0 W — M This is the primary responsibility of the Vision Keepers and is met both directly and indirectly through the fulfillment of all their Roles and Responsibilities. EDH 2025 Exhibits: ■ Earth Day Fair at the University of Hawai'i at Hilo, April 24, 2009. .i Sustainability Fair at the University of Hawai'i at Hilo, September 4, 2009. 2. Support and encourage existing Lead Solution Partners to successfully accomplish their actions. A M Numerous Lead Solution Partner Gatherings were held, which afforded the opportunity to network with each other and encouraged the sharing of information and resources. ■ Lead Solution Partners also attended Working Group Sessions as part of the Sustainable Design assessment Team Program. ■ In 2008, EDH 2025 obtained council discretionary funds to utilize for Easy Wins. EDH partnered with the Hilo Downtown Improvement Association, who did a fantastic job on the revitalization of Liholiho Park, which was completed in June 2009, and on the design and installation of interpretive signage at Kalakaua Park and the Naha Stone at the Hilo Public Library, both of which were unveiled to the public in December 2009. 3. Identify and outreach to new Lead Solution Partners. Through networking and collaboration, many new partners have become involved in the implementation of the EDH 2025 Plan. There are presently 41 committed Lead Solution Partners, an increase from 18 in 2005, when the Plan was originally adopted. (See page 10 for a complete list of Committed Lead Solution Partners.) ■ The Hilo High School Key Club has formed a youth committee, "EnVision Now," to begin working on projects in Downtown Hilo. The VisionKeepers have supported the formation of this new committee. EnVision Downtown Hilo 2025 Progress Report January 2009 -June 2010 Page 5 ■ The VisionKeepers have connected with multiple Potential Partners including the Hawai'i Island Economic Development Board, Disability Rights Hawaii, and the Hawaii Community Collective. 4. Share information regarding current news and changes in and around Downtown Hilo. The VisionKeepers prepared press releases for all major EDH 2025 events, including the Sustainable Design assessment Team Program, fiction Plan Update Open Houses, the Vision Concept, and the proposed amendments to Chapter 25 (Zoning) of the Hawaii County Code 1983 (2005 Edition), as amended. ■ The SDAT Program received front page coverage in the Hawai'i Tribune Herald. ■ Vision Keepers participated in numerous radio interviews. ■ The VisionKeepers worked closely with the Hilo Downtown Improvement association, and EDH 2025 updates are regularly included in their "Around Downtown Column" in the Hawaii Tribune Herald. 5. Host a Town Meeting to report progress of the Action Plan to the wider community. ■ In 2009, two public meetings were held in conjunction with the Sustainable Design Assessment Team program for Downtown Hilo. There were approximately 130 attendees at the two meetings. 6. Showcase and celebrate Easy Wins. d Liholiho Park was revitalized by the Hilo Downtown Improvement Association (HDLA) with the work completed in June 2009. Periodic maintenance will be performed by the Hilo High School Key Club /EnVision Now. ■ The Downtown Hilo Fire Safety Survey was conducted in July 2009 in a joint effort between the Fire Department, Planning Department, Vision Keepers, and HDLG. ■ The Hilo Community Celebration of Family Day was held in November 2009 as part of the Playful Cities USA project. ■ Interpretive Signs at Kalakaua Park and by the Naha Stones at the Hilo Public Library were installed and dedicated in December 2009. The project was overseen by the HDLA. EnVision Downtown Hilo 2025 Progress Report January 2009 -June 2010 Page 6 ■ A mural depicting Honoli'i beach was completed in May 2010, in a joint effort between the East Hawaii Cultural Center and the Furlough Friday Kids. 7. Produce an Annual Report for County Administration, Planning Commission, County Council, Lead Solution Partners, funders, and the community. ■ The Envision Downtown Hilo 2025: A Community -Based Vision and Living Action Plan Progress Report, January 2009 — June 2010 was published in June 2010. 8. Work with the Planning Department to sustain the EDH 2025 Visioning and Implementation Process and recommend suggestions for an island - wide process. ■ The VisionKeepers presented The VisionKeepers' Guide to Implementing Your Community Plan to the Kona CDP Action Committee and the Puna CDP Action Committee. ■ The EDH 2025 Project Manager and Community Planning Assistant attended regular meetings with staff from the various district -wide community development plans. ■ Meetings were held with stakeholders and Lead Solution Partners to discuss the translation of the EDH 2025 Plan into regulatory language and recommendations for design patterns /guidelines. 9. Assist the Planning Department with guiding the community involvement process for updating the Living Action Plan every five years and Community Vision every 20 years. ■ See "Highlights" on page 2 for more information on the process for the EDH 2025: 5 Year - Action Plan Update. A draft is available on the EnVision Downtown Hilo 2025 Website, http : / /www.co.hawaii.hi.us /edh2025. ■ An fiction Plan Review Workshop was held on October 9, 2009 to review proposed changes to the fiction Plan, consider new strategies and actions, and prioritize strategies. ■ Meetings with Lead Solution Partners were held for each of the six Focus Areas to review changes and additions to the fiction Plan. Envision Downtown Hilo 2025 Progress Report January 2009 -June 2010 Page 7 ■ Open House Displays for the fiction Plan Update and the Vision Concept were held at the Hilo Palace Theater, the Hilo Farmer's Market, the Hilo Public Library, and the County Aupuni Complex in January 2010. ■ On May 7, 2010, the EDH 2025: 5 -Year Action Plan Update was given a favorable recommendation by the Windward Planning Commission. It now moves forward to the Council Planning Committee. 10. Evaluate the effectiveness of the VisionKeepers. ■ In recognition of the current economic challenges and the difficulties that community groups have with sustaining volunteers, the VisionKeepers are evolving from a committee model to a network model. We are in the process of reconnecting with past members to establish a "Vision Keepers Network" which will no longer meet monthly, but rather communicate primarily via email, as needed. 11. Monitor the Vision Action Plan (track changes, measure progress in the Action Plan.) ■ This is an ongoing process. Refer to pages 11 —16 in this report for progress charts for each of the six Focus areas. T 12. A successful community visioning process requires broad community involvement. Through visioning, a community comes together to generate answers to the following questions: Where are we now? Where are we going? Where do we want to be? And finally, how do we get there? The community visioning process used for Downtown Hilo consisted of a total of four community workshops, a government workshop, a facilitator training workshop, and an alternative outreach plan which came to be known as the Road Show. Recognizing that only a portion of the community could attend the preliminary visioning workshops, the Road Show was designed to take the vision ideas generated at such workshops and showcase them to the wider community for their input. The Road Show also included a questionnaire that was distributed to nearly 10,000 local residents. What is Action Planning? Once a community has completed the visioning process, they must establish a detailed plan for how they intend to arrive at its vision. Action Planning is a process that challenges the community to generate ideas and projects, take ownership of them, and find ways to implement them. A sound Action Plan is well organized, written with a clear and helpful level of detail, and most importantly, is implementable. Although action planning is a process that typically occurs behind closed doors, reserved for a select few, this was not the case with EnVision Downtown Hilo 2025. Determined to sustain the plan as a community based effort, action planning for the EnVision Downtown Hilo 2025 project consisted of two intensive Action Plan Workshops, a Focus Area Action Plan Review Team Meeting, and two Comprehensive Action Plan Review Team Meetings that involved a variety of community members. These intense work sessions, held over a three month period, led to the development of a detailed action plan matrix for each of the six Focus Areas. This was a complicated process that involved scrutinizing every strategy, every action idea, every suggested lead or supporting partner and every existing resource. The community members who participated in this stage of visioning committed an enormous amount of time and every into finalizing the action plan.
