SECOND SUPPLEMENTAL TESTIMONY: 11‐3 COMPROMISE
TO: COUNTY OF HAWAII REDISTRICTING COMMISSION 11‐3‐11 MEETING
1. This Plan 40 (11‐3) is a compromise between Plan A, Brenda Ford’s, and previous
ersions of Plan 40 (through 11‐1): While could still use some editing, the key points v
in this Compromise Plan are as follows:
The communities that were on different sides of a boundary on Plan A versus
Brenda Ford's or on Plan 40 (11‐1) ‐‐ are "shaved" ‐‐ such that each has a major
portion of its community in one District and a smaller area in a second district of
interest. Hamakua District is preserved ‐‐ extending into eastend Waimea and into
ilo (south of the Wailuku River) only to extent necessary to meet the legal H
population percentage requirements.
