Thank you for working on Plan B with the aim of balancing concerns so as to arrive at an overall balanced Council District Plan (not lop -sided to the advantage of any particular District) and, in terms of the boundary lines, minimizing the adverse impact to individual communities overall. 2. Current Status of draft Plan B. At the November 3, 2011 Commission meeting, the Commission tentatively set the following boundary District lines: 1/2, 1/9, 9/8, 8/7, and 7/6. The Commission did not have time to finish its first run through of the remaining boundary lines: 6/5, 5/4, 4/3, and 3/2. 3. My recommended revisions: I have revised that draft Plan B with no changes to your tentative boundary locations except with respect to a small (but important) revision to the proposed Plan B District 1 boundaries. I also completed the Plan B on the remaining boundaries taking into account the comments and criticisms of the Commissioners and with the use of Commissioner Melrose's Puna subdivision map. 4. Change proposed to District 1 boundary on Waimea eastside: My proposed revision would relocate the Commission's tentative location of boundary 1/9 back to its current location and its location on the original Plan B (Plan 40 11/1) to White Road on both sides of Mamalahoa Highway. Your revised location moves that boundary into the area of the Puunani residential subdivision. I suggest this change can be made in either of the following ways to compensate for the resulting too low population in District 1: Alternative #1 is better for District 9 /Waimea as it keeps the boundary locations simple and at the current boundary location in the area of Mamalahoa Highway - and does not run through farm /fire roads mauka of Mana Road. Alternative #2 is better for District 2 in that none of Hilo south of Wailuku River is included in District 1. COMM. 51.4 S. Plan B Alternative 1 (preferred): To compensate for the population shift resulting from moving the boundary back to White Road, in preferred Plan B alternative 1, District 1 incorporates the Piihonua area north of the Wailuku River along with the population in an access strip one block south of Wailuku River - except in the immediate area of the bay waterfront, the 1/2 boundary line is the north side of the river. 6. Plan B Alternative 2 (least favored): Another option to compensate for relocating the 9/1 boundary back to White Road would be to leave the 1/2 boundary where it is now on Commission Plan B, and instead incorporate more of the rural area south of Mana Road into District 1. I am submitting this testimony early so as to give others the opportunity to weigh in on these suggestions. 7. Summary of Recommendations: Overall, so long as the Commission is working off of Plan B - which in my opinion is fair overall around the island, I would support the Commission in locating the individual boundary lines as best possible (causing the least adverse effect to subdivisions, neighborhoods, and urban centers). 8. Opportunity to Improve the District's names: One point that Commissioners Middlesworth and Melrose have stressed is that the current names of the council districts - is part of the problem. For example District 1 should probably be called the "East Waimea/ Hamakua /North Hilo" District rather than just "Hamakua," and District 6 should be called the "Volcano /Kau /South Kona" District rather than just "Kau" 9. Broaden the Perception of our Council members' "kuleana ": Council members should think and speak more broadly about their kuleana and their constituencies so that residents feel they can go to whatever Council office they think appropriate to address their particular concern- regardless of where they go to vote. 10.
